Reporting directly to the Assistant Director of Juvenile Services, responsible for directing operations and personnel within the Juvenile facility including the Detention Center, Residential Treatment Facility (CORE) and the Juvenile Justice Alternative Education Program (JJAEP).

  • Directs and manages operations of residential programs
  • Provides insight and recommendations on programs processes
  • Monitors and tracks program outcomes for Detention, Residential and Alternative Programs
  • Conducts strategic planning for operational improvements
  • Provides trainings to leaders on new procedures, processes and changes implemented by department heads
  • Directs and collaborates with Juvenile Services employees on residential care
  • Oversees and submits annual budget to the State of Texas for Alternative School reimbursement
  • Creates and develops juvenile services initiatives, education and trainings for department and community use
  • Prepares for annual state audits, addresses compliance issues, reviews
  • Develops department budget and works closely with internal departments on expenditures
  • Reviews, maintains and implements Standard Operating Procedures in accordance with the Texas Administrative Code Ch. 343
  • Collaborates with department leaders to coordinate care and services for residents
  • Serves as department liaison for court proceeding, community gatherings, and committees
  • Collects and reviews statistical data and reports essential to residential programs
  • Attends meetings and trainings as necessary
  • Performs special duties as assigned

PHYSICAL DEMANDS
  • Position involves performing non-violent physical restraint
  • Position involves operating motor vehicles
  • Position involves using mechanical restraint devices (handcuff and leg shackles)
  • Position involves prolonged standing, sitting, walking, reaching, twisting, pushing, pulling, kneeling, bending and squatting
ENVIRONMENTAL FACTORS
  • Work is primarily indoors in an air‑conditioned environment
  • Continuous contact with youth accused or adjudicated of various crimes
  • Position involves performing non-violent physical restraint
  • May be required to perform work outdoors in inclement weather (heat, cold, wet, conditions)
IRREGULAR HOURS
  • Work outside of the normal office hours (Monday‑Friday 8 a.m. to 5 p.m.) may be required
  • Serves on‑call on a 24‑hour basis
  • Requires flexibility to work: days, evenings and/or weekend hours
  • Ability to work scheduled Saturdays supervising juvenile programs
  • May be deemed essential personnel in the event of an emergency
  • Regular attendance is required

  • Bachelor’s degree in criminal justice, psychology, or a related field (see licensure requirements below) and five (5) years of supervisory experience in a Juvenile Justice or comparable facility
  • Must be at least 21 years of age and have a non‑disqualifying criminal history per Texas Administrative Code Sections 344.200 and 344.400
LICENSES AND CERTIFICATIONS Required
  • Texas Juvenile Justice Department (TJJD) Juvenile Probation Officer Certification (JPO)
  • Texas Juvenile Justice Department (TJJD) Juvenile Supervision Officer Certification (JSO)
  • Crisis Prevention Intervention Certification
  • Cardiopulmonary resuscitation Certification (CPR)
  • First Aid/AED Certification
Required within thirty (30) days of employment
  • Valid Texas driver’s license
PREFERRED QUALIFICATIONS
  • Master’s degree in criminal justice, psychology, or a related field
  • Two (2) years of budgetary and business planning experience
  • Prior director level experience in a Juvenile Services department or related facility
