* The Policy Analyst supports the City’s legislative and intergovernmental affairs program. The position researches, monitors, and analyzes proposed legislation and regulatory changes that may impact municipal operations. Responsibilities include preparing policy briefs and position papers, tracking bills, and attending committee hearings during the legislative session, as well as monitoring interim committee hearings and the state agency rule making process. The position also assists with special projects and policy initiatives as directed.

Essential duties and responsibilities may include, but are not limited to, the following:
** Conduct research and provide timely analysis of bills filed during legislative sessions, with a focus on impacts to municipal governance, city finance, public safety, infrastructure, and other key areas.
* Monitor relevant legislative and regulatory activity, including committee hearings, agency rule makings, and interim charges.
* Draft policy memos, talking points, bill summaries, position papers, and other documents for internal and external stakeholders.
* Track and update bills, and assist in maintaining, the City’s legislative tracking system.
* Summarize and report on committee hearings, floor debates, and legislative briefings.
* Coordinate with City departments to evaluate legislative impacts and collect technical feedback.
* Assist in preparing legislative reports, briefing materials, and presentations for City Council, executive leadership, and intergovernmental partners.
* Support the development of the City’s legislative agenda and strategic advocacy plans.
* Work collaboratively with professional associations (e.g., TML), legislative offices, and external consultants as needed.
* Perform other duties and special projects as assigned.

* MINIMUM QUALIFICATIONS:

*** Bachelor’s degree in Public Policy, Political Science, Government, Law, or a related field.
* At least two (2) legislative sessions of experience working directly in or with the Texas Legislature (e.g., as staff in a legislative office, policy analyst, legislative aide, or working in a governmental affairs role). Equivalent experience in another state legislature may be considered.
* Strong knowledge of the Texas legislative process, including bill drafting, committee procedures, and timelines.
* Excellent research, writing, and analytical skills.
* Ability to interpret legislation, identify policy implications, and communicate findings clearly and concisely.
* Demonstrated ability to manage multiple tasks under tight deadlines.
* Proficiency in Microsoft Office and legislative tracking tools such as Texas Legislature Online (TLO) or equivalent.
** Preferred Qualifications
*** Graduate degree (e.g., MPA, MPP, JD) in a related field.
* Experience working with or for a Texas city, council of governments, or relevant municipal advocacy group.
* Familiarity with intergovernmental relations or municipal operations.
** LICENSES AND CERTIFICATION REQUIREMENTS
** Valid Class "C" Texas driver’s license required. Out-of-state license holders must have a valid license and provide a three (3) year driving history.
