Overview

This is the second level of Capitol Security Officer work, responsible for maintaining the safety and security of patrons, visitors, and state employees by monitoring and protecting state property from hazards and threats for various operations, grounds, and facilities throughout the state. Employees independently perform complex security work under general supervision, including assignments to high‑risk or high‑profile situations, detaining subjects with active warrants, screening mail and parcels, and interacting with prisoners.

Functions
  • Enforce safety, security, and orderliness using defensive tactics and devices such as bodily force, chemical propellants, batons, tasers, and handcuffs.
  • Screen individuals entering state facilities and control the ingress and egress of law enforcement vehicles, prisoners, and mail deliveries through secure points of access using equipment like magnetometers and x‑ray machines.
  • Deter, detect, report, and respond to security hazards and threats such as fire, theft, trespass, violence, concealed weapons, contraband, prisoner escape, and other emergencies.
  • Maintain vigilant observation, de‑escalate violent situations, and take appropriate action while anticipating the need for extra security.
  • Observe and maintain control of persons and property including prisoners and multiple prisoner transport vehicles, ensuring separation of adult/juvenile and male/female prisoners.
  • Patrol the perimeter of location/building to secure all areas, checking for subjects disturbing the peace, fire, maintenance issues, or other hazards.
  • Assist the communication command center by monitoring cameras, receiving calls, and disseminating information to Capitol Police Officers, supervisors, and other agencies as needed.
  • Provide general information and direction to state employees, patrons, and visitors to state facilities.
  • Prepare logs, statistical information, incident reports, and use‑of‑force reports.
  • Use computer software and automated information systems to enter, update, modify, delete, retrieve, and report on data.
  • Provide emergency medical assistance such as CPR or using an AED; may administer Narcan for drug overdose.
  • Communicate and interact effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.
  • Assist Capitol Police Officers with transporting prisoners to correctional facilities by operating a motor vehicle.
  • Perform other related duties as required.
Job Requirements
  • Active State of Delaware Police Officer Standards and Training (POST) approved Seasonal Police Officers Training Program Certificate.
  • One year of experience in security such as providing protective services to persons, facilities, or grounds from trespassing, theft, and other conditions.
  • One year of experience in narrative report writing.
  • Six months’ experience in using defensive tactics and devices including bodily force, chemical propellants, expandable batons, tasers, and handcuffs.
  • Valid driver’s license (not suspended, revoked, or cancelled).
Conditions of Hire

A satisfactory fingerprint‑based background check administered by the Delaware State Police is required as a Condition of Hire. Applicants must be legally authorized to work in the United States. The State of Delaware Executive Branch participates in the Federal E‑Verify system and will provide the federal government with each new hire’s Form I‑9 information to confirm authorization to work in the U.S. All new hires are required to report to the Statewide New Employee Orientation (SNEO) on their first day of employment.

Sessions are held at designated locations in Kent or New Castle County.
