Role DescriptionThe Flying Planning and Design officer provides technical and organisational support for implementation of construction activities, optimising the methodologies and technical solutions related to construction and shelter implemented by the logistics in MSF programmes. The officer supports a portfolio of construction or renovation projects during the initial stages of the project cycle, and assists missions and operational cells in their role as project owners.
Responsibilities- Assist in clarifying/defining needs in the form of a medico‑operational programme or project narrative document.
- Translate these needs into a concept design while considering cost, quality, and timeline constraints.
- Recommend methods and means to achieve the objectives by providing support in construction/renovation project management, proposing a contextualised project cycle, and an organisational structure tailored to the project's specific needs.
- Supervise construction/renovation project management teams, providing functional management support.
- Provide direct technical support to field operations (regular missions and emergencies).
- Audit and recommend improvements to missions, evaluating the pertinence and quality of construction activities and following up on emergency activities.
- Train, coach and onboard construction and logistic staff, both local and international.
- Validate products, local suppliers and contractors, and, when necessary, clean up stock and Eprep stocks (especially on shelter).
- Be available to act as construction team leader or coordinator during emergencies, and temporarily replace the technical referent during absences.
- When required, facilitate the mobilisation of needed resources for construction projects in the field.
- Assume the position of construction team leader or coordinator where and when appropriate, in emergencies.
- Degree in Construction Project Management, Architecture, or Civil Engineering.
- Experience in construction project management.
- Experience in hospital design.
- MSF field experience is a plus.
- Experience in construction within the humanitarian sector or developing countries.
- Experience in hospital management is an advantage.
- English and French fluent.
- Knowledge of other languages an asset.
- Knowledge of construction, project management, site supervision, and medical programming.
