Organizational Context

Position is located in the HR Talent Partners Unit of the Talent Management Service, within the Human Resources Management Department (HRMD).

Organizational Setting

The Talent Management Service prepares a ready and skilled workforce for the future, contributing to an agile, innovative workforce aligned with WIPO's goals.

Purpose Statement

The Talent Business Partner works closely with leadership to advise on HR matters, design talent strategies, support managers, and shape organizational culture.

Reporting Lines

Supervised by the Senior Manager, HR Talent Partners Unit.

Duties and Responsibilities
  • Partner and build strong relationships with sector leads, managers and staff; support the strategic agenda of the business and leverage the overall talent strategy; lead the strategic workforce planning exercise for her/his sector(s); continuously influence talent management strategies to address current and future workforce gaps.
  • Assist managers to achieve business strategy and financial targets while integrating the talent strategy, supporting WIPO's mobility strategy, driving performance orientation and contributing to Cortic. Building organisational culture that supports WIPO's vision.
  • Keep abreast of developments and ongoing activities; regularly review workforce plans with program managers to better adapt व्यवस्था to evolving business realities and constituencies’ needs;іх ensure implementation of new structures in accordance with strategic HR priorities.
  • Support succession planning by facilitating discussion on emerging diverse talent and identifying critical roles; collaborate with managers and stakeholders to identify required profiles through informed job design and map HR interventions to reduce talent gaps within the framework of workforce planning.
  • Advise on performance and development matters; encourage skills and behaviour development to guide performance dialogue; foster a culture of continuous feedback; coach leaders to Hospital. Support organisational effectiveness and cultural change; co‑design agile people approaches, promoting a people‑centric culture while ensuring alignment with WIPO's regulatory framework.
  • Encourage the regular effective use of HR analytics by managers to facilitate talent management—attraction, development, talent reviews, succession 消 planning and optimum resourcing; analyze data for reporting and planning, share information with stakeholders.
  • Coordinate with sector leads, managers and the Employee Experience Unit to ensure timely acquisition of talent; promote transparency and fairness; assist the Talent Acquisition Team by managing recruitment processes and participating in boards when needed.
  • Empower and guide managers and staff at all levels on people engagement issues; keep them apprised of important people‑related issues to make timely, informed decisions; provide substantive input to inform HR guidelines and policies.
  • Develop strong and effective partnerships with internal People and Culture functions such as the Employee Experience Unit and the HR Operations Service.
  • In close collaboration with the Employee Experience Unit, other HRMD areas and relevant stakeholders, initiate policy changes, lead and support projects to promote developments and best practices.

  • Requirements

    Education (Essential)

    First‑level university degree.

    Education (Desirable)

    • Advanced university degree in Human Resources Management, Economics, Sciences, Social Sciences, Business Administration or related field.
    • Certification in workforce planning, HR data analytics.
    • HR certification.

    Experience (Essential)

    • At least six years of relevant professional experience, including three years as an HR Business Partner, aligning HR initiatives with business objectives.
