Description
Department of Human Services Research Planning and Evaluation Team (RPE) Management Analyst III conducts research, planning and evaluation of federal, state and local human services programs, researches and writes grant proposals, develops policy and procedures, conducts policy and legislative proposal analysis, develops and monitors contract performance outcomes and benchmarks, manages research projects, conducts monitoring visits to service providers to ensure compliance with policy, procedures and expected outcomes, conducts best practices research, assists with strategic planning, conducts business process improvement projects, prepares management reports, conducts professional presentations to Senior management.
EssentialFunctions
- Manages outcomes based performance measurement plan
- Researches and develops grant proposals, completes reports for federal and state grants in a timely, accurate and thorough manner
- Prepares and conducts program evaluation projects to identify opportunities for improvement, efficiency and effectiveness
- Collects, analyzes and presents program data necessary to meet programs reporting and evaluation requirements.
- Serves as a liaison to multiple stakeholders in reaching consensus to accomplish project objectives and deliverables
- Ensures program service providers comply with policy, procedures and outcomes
- Analyzes business operations and recommends modifications of policies practices and procedures to achieve greater efficiency and effectiveness through program evaluations.
- Creates, uses and maintains databases including statistical software to record, analyze and report data on program and service activities
- Designs and executes specialized research projects and recommends viable solutions to address organizational challenges.
- Requires ability to clearly communicate with public and all NDHS staff in person, in writing and by telephone and maintain poise and professionalism under stressful situations conveying a positive, service-oriented attitude
- Requires effective research, writing, analytical and public speaking skills for delivering information with all levels of management and all stakeholders accurately, concisely, timely and thoroughly.
- Requires ability to use Microsoft Suite Office software including Excel, Word, PowerPoint, Access, Project, and Visio, Peoplesoft and other computerized applications and statistical software including SPSS.

Graduation with a Bachelor’s degree preferably in Accounting, Math, Finance, Economics, mathematics, Business Administration, Public Administration or a related field with three years of public administration or related field experience. Additional Preferences:
Three years leading teams/managing a staff. Masters degree in Accounting, Finance, Economics, business Administration, or Public Administration. Proven Experience with outcome based performance management, project management, program evaluation is highly preferred. Advanced working knowledge in excel such as knowledge of "vlookup" functionality and pivot tables strongly preferred. Background in finance or accounting; must understand the interrelationships between payroll, HR, Procurement and Finance.
Job experience developing and executing budgets is required. Significant experience capturing and developing financial business requirements a must. Experience in a deadline-driven, rapidly changing environment highly useful. Experience with organizational and business processes and business strategy creation and/or change. Possess prior experience in developing business process models; understanding and modeling "as-is" and "to-be" processes. Experience successfully leading a team of highly educated analysts.
