Position: FIELD SUPERVISOR I- SYSTEMS MAINTENANCE

Overview

Performs difficult technical and skilled trades work supervising the installation, maintenance, repair, and construction of municipal water and sewer lines and related areas; does related work as required. Work is performed under the moderate supervision of the assigned supervisor. Continuous supervision is exercised over assigned staff.

Responsibilities
  • Inspects water and sewer lines/taps, maintenance, construction, repair and installation and provides technical advice and assistance to crew chiefs (25%).
  • Coordinates the use of available equipment, materials and manpower to obtain maximum effectiveness and economy; checks projects for progress and conformance to work plans and orders (20%).
  • Supervises the installation, maintenance, repair, and construction of municipal water and sewer lines and related areas; inspects work in process and upon completion; supervises assigned staff and assists in the repair of more complex jobs (20%).
  • Performs troubleshooting and repairs to specialized electronic control systems, requiring the use and interpretation of results from specialized electrical test equipment (5%).
  • Coordinates and provides Safety & ISO training; assists in training within the EMS program, policy, procedures, and regulations (5%).
  • As assigned or in the absence of the assigned Assistant Division Manager, directs all activities of the division (5%).
  • Receives requests for emergency and unscheduled work and coordinates completion of tasks; keeps records and makes detailed reports, investigates accidents; maintains employee records and performs yearly performance evaluations (5%).
  • Responds to complaints from the public (5%).
  • Interviews applicants and makes hiring recommendations (5%).
  • Serves on the Utilities Maintenance emergency on-call rotation (5%).
Qualifications and Experience

General knowledge of the principles and practices of construction, repairs, and/or maintenance of municipal water and sewer lines and related areas. General knowledge of OSHA Standards that apply to areas of work responsibility. Ability to plan and supervise the work of skilled or semi-skilled workers on a large scale over a wide area; ability to establish effective working relationships with others;

general knowledge of computer operations sufficient to enter, retrieve, and manipulate data.

Education and Experience

Graduation from high school or equivalent and moderate experience installing, maintaining, and repairing municipal water and sewer lines including the operation of excavating equipment and considerable supervisory experience, or equivalent combination of education and experience.

Special Requirements
  • OSHA Competent Person Trenching/Shoring and Confined Space Entry certification within 12 months of hire.
  • Intermediate Work Zone Safety and Flagger certifications within 12 months of hire.
  • NIMS IS-700, IS-100, IS-200, and IS-300 training certificates within 12 months of hire.
  • NC Grade II Wastewater Collection System Operators Certification and Grade B Distribution System Operators Certification within 18 months of hire.
  • Obtain a NC Class A Commercial driver's license with Restriction 8 within three months of hire.

Conditions
  • Very Heavy Work:

  • Visual acuity requirements including color, depth perception and field of vision.
  • Working conditions:

    inside and outside, exposure to extreme temperatures, noise, vibration, hazards, atmospheric conditions, oils, and the need to wear a respirator.
  • Ability to work in narrow spaces such as crawl spaces, manholes, and small enclosed areas.
