GENERAL STATEMENT OF DUTIES

Under the direction of the Director of Code Enforcement, the Deputy Director of Code Enforcement assists in planning, organizing, supervising, and directing the enforcement of City codes, ordinances, and regulations related to property maintenance, zoning, housing, and public safety. This position exercises enforcement authority, oversees inspections, ensures compliance with applicable laws, and represents the City in administrative hearings and court proceedings as required.

Provides direct supervision of Code Enforcement Officers only.

The following duties are typical for this classification:

Enforcement & Compliance

* Administer and enforce city codes, ordinances, and regulations.

* Interpret applicable codes and ordinances and provide guidance to Code Enforcement Officers and property owners.

* Review inspection findings and determine appropriate enforcement actions.

* Issue or authorize notices of violation, citations, compliance orders, and related enforcement documents.

* Monitor compliance status and authorize follow-up actions.

Inspections & Field Operations

* Conduct property inspections as necessary to determine compliance.

* Verify correction of violations through field inspections or staff reports.

* Respond to complex or sensitive enforcement cases.

* Coordinate enforcement activity with other City departments and external agencies.

Court & Legal Proceedings

* Represent the Code Enforcement Department and the City in court proceedings, hearings, and administrative actions.

* Present code enforcement cases before judges or hearing officers.

* Provide sworn testimony regarding inspections, violations, and compliance efforts.

* Work with the City Attorney on enforcement actions, prosecutions, and legal strategies.

Supervision

* Directly supervises Code Enforcement Officers only.

* Assigns inspections and enforcement duties, reviews officers' work for accuracy and compliance.

* Assists in training, mentoring, and evaluating Code Enforcement Officers.

Administrative & Planning Functions

* Assist in preparing reports, budgets, and operational plans.

* Review departmental data and metrics to improve enforcement effectiveness.

* Participate in meetings with City leadership, boards, commissions, and community groups.

* Assist in recruitment, onboarding, and training of enforcement personnel.

NON-ESSENTIAL / EXCLUDED FUNCTIONS

MINIMUM QUALIFICATIONS

Education

* Bachelor's degree in public administration, criminal justice, construction management, urban planning, or related field preferred.

* Or equivalent combination of education and experience may be considered.

Experience

* Significant experience in code enforcement, inspections, regulatory compliance, or related field.

* Prior supervisory or management experience preferred.

Licenses & Certifications

* Valid Indiana driver's license required.

* Required ability to obtain applicable code enforcement certifications as mandated by the State of Indiana or the City of Gary.

Knowledge, Skills, and Abilities

* Thorough knowledge of applicable City codes, ordinances, and regulations.

* Ability to interpret and apply laws, rules, and policies.

* Ability to conduct inspections and assess compliance.

* Ability to present cases clearly and professionally in court.

* Ability to supervise, train, and evaluate Code Enforcement Officers.

* Strong written and verbal communication skills.

* Ability to exercise sound judgment and discretion.

SUPERVISION

* Reports to the Director of Code Enforcement.

* Exercises direct supervision over Code Enforcement Officers only.

WORKING CONDITIONS

* Combination of office and fieldwork.

* Regular exposure to outdoor conditions and occupied properties.

* Required attendance at court proceedings, hearings, and meetings.

Interaction with members of the public, including confrontational individuals
