The City of Garland is seeking a high-energy and driven Assistant Project Manager to join our Office of Project Management team. This long-term temporary assignment has the potential to become a full-time position based on budget availability.

Summary

Responsible for providing assistance in managing the design and construction of city-owned buildings and facilities (or major renovations) from inception to completion, serving as an Owner's Representative on projects. Qualified candidates demonstrate the ability to assist multiple projects of moderate- to high-complexity simultaneously, have a solutions-based mindset, achieve challenging goals, and balance a range of internal and external stakeholders. Capital projects typically range from $0.5M to $40M (major renovations to new construction), may be highly visible to the community, and may have a large variety of vocal and engaged stakeholders.

Target Pay Rate $31 - $36 / hour, depending on qualifications and experience

Essential Duties and Responsibilities
  • Assist in managing the design and construction of city-owned buildings and facilities projects from inception to completion, which includes scope definition, establishing a project budget, negotiating and administering contracts with design consultants, coordinating with stakeholder groups, reviewing design drawings, bidding for construction, construction management, commissioning, occupancy, and project close out.
  • Negotiate and manage contracts with design consultants and general contractors, including establishing the scope of work, fees, change orders, and monthly review and approval of invoices/pay applications for compliance with the contract and progress of work.
  • Coordinate with internal and external project stakeholders to define programming needs and operational requirements of the facility. Facilitate design review sessions with stakeholders at key milestones.
  • Manage the designated design consultants and construction teams by providing guidance and direction as it relates to facility design and construction activities. Routinely coordinate with other departments such as Facilities Management and Information Technology Services to ensure facility design standards are met.
  • During construction, frequently conduct field visits to observe construction activities and ensure conformance with construction drawings and design intent. Actively participate in the construction management processes by reviewing submittals, RFIs, change orders, ASIs, etc., as required.
  • Exercise judgment in scheduling and coordinating activities between various parties, planning and developing projects, and negotiating contracts and schedules.
  • Represent the Department and City by attending project meetings, public events, and speaking engagements; attend staff meetings; schedule and coordinate project meetings and activities.
  • Communicate and respond to residents and outside agencies regarding project inquiries.

Minimum Qualifications
  • Bachelor degree in Architecture, Engineering, Project/Construction Management, Environmental Design or similar field from an accredited school.
  • 2-5 years of project management or construction management experience.

Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.

Preferred Qualifications Education / Experience
  • 2-5 years' experience in managing design and construction of new buildings or major building renovations.
  • Construction Manager-in-Training (Level
    4), Certified Associate Construction Manager (CACM), Assoc. AIA, PMI Construction Professional (PMI-CP), Project Management Professional (PMP), or professional equivalent.
Knowledge, Skills & Abilities
  • Knowledge of the principles and practices of architectural design, building systems/components and technology, construction delivery methods, cost estimating, contract management, construction delivery methods and team building.
  • Experience in project management practices, including project initiation, planning, execution, monitoring/controlling, and closeout.
  • Ability to adapt quickly to the use of project management-based software for construction management coordination with contractors, design teams, and internal teams.
  • Experience with building codes, development codes, permitting and inspection processes.
  • Skill with software programs such as Adobe, Bluebeam, AutoCAD, GIS, Microsoft 365, Procore and Project mates.
