Street Construction Supervisor – City of Garland
Responsible for the supervision of the Street Department’s construction field operations, including residential streets reconstruction, pavement repair, alley reconstruction, and overlay hybrid. Coordinate, manage, and assist with multiple pavement improvement projects constructed with in-house crews. Oversees and inspects both in-house and contractor construction work sites to monitor compliance with plans, specifications, city standards and specifications.
Pay Range$23.75 - $34.40 per hour (depending on qualifications and experience)
Essential Duties and Responsibilities- Supervise daily activities for assigned in-house construction personnel, prioritizing, assigning, and directing work.
- Manage personnel actions, coordinate cross‑training and professional development initiatives for staff.
- Plan, schedule, and price projects in collaboration with field supervisors to meet quality, production, and budget goals.
- Develop project timelines, milestones, and costs to ensure completion within timeframe and budget.
- Track equipment, labor, and materials used on projects.
- Collaborate with other department divisions to pursue maintenance tactics that maximize pavement service life; conduct asset condition assessments; prepare cost estimates for replacement or repair; use designated software to update pavement asset work logs.
- Oversee and inspect work of contractors; coordinate with stakeholders to deliver projects successfully.
- Conduct frequent site visits to evaluate progress, quality, safety, and conformance to city standards.
- Prepare detailed records of daily work‑site activities; maintain project and administrative records.
- Perform various administrative duties to support division and department operations.
- Ensure staff compliance with safety protocols; participate in developing safety initiatives.
- Provide quality customer service by responding promptly and professionally to customer issues.
- Place orders for materials, tools, and contract services; review and approve vendor invoices.
- May be required to work nights, weekends, and holidays to support special events, natural disasters, critical incidents, or other emergencies.
- High School Diploma or General Equivalency Diploma (GED).
- At least 5 years’ experience in construction operations, construction inspection, or related field.
- 1 year of supervisory or lead experience.
Or an equivalent combination of education and experience sufficient to perform the essential functions of the job.
Preferred Qualifications- 5–7 years of experience in construction operations, construction inspection, public works operations, or related field.
- 3 years of supervisory experience.
- Principles and practices of supervision and professional development.
- City, State, and Federal Codes and Specifications related to public works construction and maintenance.
- Environmental controls and construction safety protocols, including Texas Manual on Uniform Traffic Control Devices.
- Public works construction methods and means.
- Construction scheduling, sequencing, and work planning.
- Construction materials sampling and testing procedures.
- Computer use and basic office software.
- High‑school level mathematics.
- Read and interpret contracts, specifications, and construction plans.
- Learn new technologies, procedures, tactics.
- Work effectively with people to accomplish project goals.
- Maintain a broad perspective and anticipate problems.
- Effective written and oral communication.
- Tactfully and professionally deal with the public and business partners.
- Organize materials, equipment, and labor for assigned jobs.
- Valid Texas Class A Commercial Driver’s License with Tanker endorsement or ability to obtain within six months of hire.
- Valid Class C Texas driver’s license.
The majority of work is performed outdoors with exposure to risk. Workers may encounter frequent unpleasant environmental conditions and hazards. Some work is performed in a typical office setting. Reasonable accommodations can be made for disabilities.
