Job Title: Transportation Engineer 5 - District Construction Engineer, Capital Programs Administration - Construction, PN
The ODOT District 12 Capital Programs Department, which includes the Planning, Design, and Construction sections, seeks a District Construction Engineer (DCE) in the Construction Section. The position leads a high-performing staff focused on personal and professional growth, teamwork, and public service. District 12 delivers a construction program that averages over $270M per year, with projects of varying complexity in rural and urban environments.

- Oversee the District 12 Construction program, averaging around $270M in construction projects sold per year, with typically $700M - $1B in active construction projects.
- Lead all in-house and consultant Construction and Test Lab staff.
- Nurture a culture based on empowerment, employee development, technical proficiency, fairness, partnering, feedback, collaboration, and public service.
- Lend guidance for construction project administration, specification, and contract interpretation as needed.
- Serve as the District Construction liaison to contractors, consultants, government agencies, ODOT Central Office, and other District Departments.
- Participate in various meetings (e.g., monthly statewide DCE, DCE Peer Group, Construction Staff, quarterly Major Projects, Consultant Meet and Greet).
- Lead the District Dispute Resolution Committee (DDRC), responsible for the second line in the dispute process.
- Recommend Change Orders and approve final estimates as signatory for the District Deputy Director (DDD).
- Work with the Design and Planning Sections, Maintenance Departments, and ODOT Central Office to address current issues, future project considerations, staffing, and process optimization and improvement.
- Submit NOIs and NOTs for projects to the Ohio Environmental Protection Agency (EPA).
- Review Letters of Interest (LOIs) for Consultant Construction Inspection and Contract Administration and participate in the recommended scoring for selection.
The District 12 Capital Programs Department is seeking a licensed Professional Engineer in the State of Ohio who is passionate about public service, conscientious, self-directed, adaptable problem-solver, and takes initiative to manage issues independently. The candidate should have a good understanding of construction engineering and administration, general engineering principles, and the ODOT project development process. The candidate should also demonstrate leadership skills that foster and enhance an individual’s talents and strengths while achieving consistency in the department’s operations.

Licensing/
Experience:
Licensed as a registered professional engineer by the Ohio Board of Registered Professional Engineers & Surveyors; 3 years of supervisory engineering experience or 3 years of exempt staff specialist duties for ODOT (note: exempt staff specialist experience applies only to staff specialist positions).
- Or licensed as a registered professional engineer by the Ohio State Board of Registration for Professional Engineers & Surveyors; 12 months of experience as Transportation Engineer 4 (85644).
- Or equivalent of the minimum class qualifications for employment as noted above, substituted for the experience required, but not for the mandated registration.
