Position Overview /Duties- Formulates, track execution, reviews, analyzes, monitors and reconciles CT District Operating Budget (DOB), by subordinate accounts and organizations. Performs the formulation of budget estimates based on historical data, projected income, workload, manpower, and resources.
- Monitors cost code usage, so costs are applied to correct accounts. Monitors reports from F&A, Program Management, payroll records, etc., to check the accuracy of costs charged to the Contracting Division and initiates corrections for improper transactions.
- Performs cost-benefit analysis and other computations in processing expenditures and obligations. Reviews the use of accounts and tracks rate of obligations and expenditures through review of the district's approved requirements, i.e. PRIP, DOB.
- Management of funds that are issued to CT for monitoring and management. Setting up funding based on budgets and project management criteria.
- Prepares, develops, maintains, and processes CEFMS Reports and other internal funds control reports. This requires tracking all funding transaction information relating to these accounts, including the determination and entry of any special funding and subsequent evaluation of expenditures. Assists the Supervisors, Project and Technical Mangers by managing the funds, preparing and monitoring reports for income, commitments, obligations and expenditures.
- Person-to-person relationships include conferences and discussions with Contracting personnel on the Contracting implications of projects, District Managers at all levels, automation data processing specialists, F&A personnel, and representatives from all other offices within Fort Worth District. In addition, incumbents have a close working relationship with personnel occupying similar positions in SWD and other districts. Designation of Management and Financial Authorities by the Chief of Contracting Division for CT initiatives.
These functions require an in-depth knowledge of the ongoing and future working practices, functions and procedures of CT and the District. - Verifies Funds Availability on all Travel Orders associated with CT employees. Verifies funds availability for in-house, contractual and/or re-reimbursable requests for goods or services, Labor Authorizations, Awards and VISA Card Purchases.
- Responsible, where appropriate, for obligating out-going Military Inter-Departmental Purchase Requests (MIPRs), Govt. Requests, Training and Small Purchases.
- Processes Govt. Billings, Receiving Reports and Progress Payments.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.
Specialized
Experience:
One Year of Specialized Experience which includes:
1. Detailed knowledge and understanding of policies, procedures, and regulations governing budget administration activities AND 2. Analyzing budget and funding constraints, methods for obtaining and distributing funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal Service (GS07).

master's or equivalent graduate degree
2 full years of progressively higher level graduate education leading to such a degree
LL.B. or J.D., if related
Combining
Education and Experience:
Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level;
and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level.
