• Performs, coordinates, integrates and reviews cost estimates for projects where civil engineering features and structures, and/or associated mechanical and electrical equipment installations, constitute the principal items of work.
• Assures that adequate data is furnished for the estimate preparation or review; makes work assignments to the other estimators of the branch and checks for progress and resolves problems arising or presented.
• Reviews and integrates various parts of the estimates prepared by the engineering specialists for technical sufficiency and reasonableness, to assure that all features of the work and elements entering into the costs have been covered, that quantities are reasonable, been adhered to.
• Serves as advisor to A/E's who call the district office and visits their offices as requested during the development of preliminary cost estimates to lend them assistance.
• Makes commitments concerning procedures, technical sufficiency and completeness of the preliminary estimates. Furnishes advice and recommendations to the A/E's and may personally participate in developing or revising certain parts of the overall estimates.
• Participates with construction personnel in the negotiations with the construction contractors in order to arrive at satisfactory agreements regarding price/costs for the work regarding more complex or technical contract modifications and those which are of considerably large scope and size.

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in competitive service.

This position will be filled at either the GS11 or G12 grade level. If selected at the GS 11 , the position has non-competitive promotion potential to the full performance GS12 grade level.

One year of specialized experience which includes:
1) Gathering cost accounting information for military and civil works projects OR
2) Preparing estimates using computerized cost estimating systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-09).

Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as:
Civil Engineering, Structural Engineering, Transportation and Highway Engineering.

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

One year of specialized experience which includes:
1) Preparing preliminary contract estimates for review to be incorporated into the final estimate submission; AND
2) Reviewing parts of estimates submitted by all sources (engineering specialist, A/E's, hired labor forces) for technical soundness using knowledge of engineering standards, theories, and practices; AND
3) Verifying that data submitted for review, in the estimate preparation, is adequate and reasonable. This definition of specialized experience is typical of work performed at the next lower grade/level position in federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone—no substitution of education for experience is permitted at GS-12.
