Overview and Purpose

The Data Manager supports the ASC Program by overseeing all contract‑required data, documentation, and lifecycle records throughout the design, construction, testing, and delivery. This role ensures full compliance with U.S. federal acquisition requirements, Contract Data Requirements Lists (CDRLs), Data Item Descriptions (DIDs), and shipyard data governance standards.

The Data Manager serves as a key interface between engineering, production, quality, subcontractors, and the Government customer to ensure accurate, timely, and secure data submissions.

Essential Duties and Responsibilities:
  • Manage Contract Data Requirements Lists (CDRLs) from award through final delivery.

  • Track due dates, status reviews, corrections, and approvals for all contract‑required data.

  • Verify deliverables meet DID, formatting, and quality standards prior to submission.

  • Maintain audit‑ready documentation and version control for all submitted materials.

  • Oversee the creation, organization, and maintenance of technical and program data.

  • Ensure accuracy, completeness, and traceability of engineering, production, test, and logistics records.

  • Perform regular data quality checks and coordinate corrections with document owners.

  • Support configuration management activities, including revision control and configuration status accounting.

  • Maintain alignment between design data, as‑built documentation, and delivered configuration records.

  • Ensure that all documentation reflects approved engineering changes.

  • Submit documentation through approved Government portals (e.g., secure file transfer, program‑specific systems).

  • Respond to Government comments, deficiencies, and re‑submission requirements.

  • Maintain clear communication across internal teams and Government representatives to ensure data compliance.

  • Support the set‑up maintenance and management of project‑related integration data environments and file sharing.

  • Develop and maintain data metrics as required.

  • Ensure proper handling, marking, and storage of Controlled Unclassified Information (CUI) and other sensitive data.

  • Follow all applicable U.S. federal acquisition, cybersecurity, and data protection policies.

  • Support internal and external audits related to data controls and program compliance.

  • Working with engineering, Quality Assurance, Production, Subcontractors, and Program Management to obtain required inputs.

  • Support internal reviews, milestone events, and readiness assessments by providing complete and accurate data packages.

  • Train users on data management procedures, document standards, and submission protocols.

    Education & Experience:
  • Bachelor’s degree in business, Information Management, Engineering Technology, or related field; equivalent experience considered.

  • Minimum three (3) years in data management, document control, configuration management, or records management, preferably in shipbuilding or federal contracting.

  • Working knowledge of CDRLs, DID, and federal acquisition documentation practices.

  • Experience with electronic document management systems (EDMS), PLM systems, or data control tools.

  • Strong understanding of version control, metadata accuracy, and structured data organization.

  • Ability to interpret technical drawings, specifications, and engineering change documentation.

  • Experience supporting U.S. Coast Guard, Navy or DoD programs preferred.

  • Working Conditions:
  • Office and shipyard environments, including visits to production, testing, and integration areas.

  • Ability to handle high volumes of documents with strong attention to detail and deadlines.

  • Occasional travel for program reviews or supplier coordination may be required.
