This position is part of the National Institute of Standards (NIST) Professional Research Experience (PREP) program. NIST recognizes that its research staff may wish to collaborate with researchers at academic institutions on specific projects of mutual interest, thus requires that such institutions must be the recipient of a PREP award. The PREP program requires staff from a wide range of backgrounds to work on scientific research in many areas.
Employees in this position will perform technical work that underpins the scientific research of the collaboration.

Title:
Regional Economic Impact Evaluation for Post‑Earthquake Functional Recovery
The work will entail:
The researcher will play a critical role in advancing the NIST framework for economic evaluation of recovery‑based design (NIST SP 1277). Functional recovery represents a paradigm shift in building design aligned with NIST's commitment to national reduction of natural hazard risk through the enhanced performance of the built environment (NIST‑FEMA SP‑1254). To date, NIST has focused efforts on integrating engineering design and economic evaluation to enhance post‑earthquake reoccupancy and functional recovery times for new buildings (recovery‑based design).
The researcher will help NIST extend current efforts to evaluate the regional economic impact of designing new buildings and retrofitting existing buildings to achieve enhanced post‑earthquake functionality, contributing to the advancement of guidelines, codes, and standards for designing buildings to achieve recovery‑based performance objectives.
Key responsibilities will include but are not limited to:
- Support NIST development, implementation, and validation of a Computable General Equilibrium (CGE) model for regional economic impact analysis of implementing recovery‑based design for new buildings and existing buildings, integrated and in collaboration with engineering models of infrastructure damage.
- Writing and presenting results for academic, government, industry, and general audiences.
- Ph.D. degree in Economics, or a related discipline.
- Experience implementing CGE models and integrating engineering models.
- Proficiency in technical writing and presentations to research and practitioner audiences.
- Experience or interest in working in a collaborative and interdisciplinary team.

The referenced salary range represents the minimum and maximum salaries for this position and is based on Johns Hopkins University’s good faith belief at the time of posting. Not all candidates will be eligible for the upper end of the salary range.
