IT Project Manager, Systems Engineer
GDIT is seeking a Senior IT Program Manager to lead and oversee all Task Orders under a large, complex U.S. Department of Health and Human Services (HHS) contract in the DMV Metro area.
This role is responsible for the strategic and operational execution of enterprise-wide IT modernization initiatives across enterprise architecture, enterprise infrastructure, cybersecurity, and network services, with increasing emphasis on AI-enabled and agentic AI capabilities driving automation, optimization, and decision support. The Sr. Program Manager serves as the single point of accountability for contract performance, providing leadership, governance, and direction across multiple task orders, technical domains, and stakeholder organizations within HHS.
This position requires to be at the client site in Rockville, MD or at the GDIT facility in Falls Church for 2 to 3 days per week.
Key Responsibilities- Provide overall program leadership, governance, and execution oversight for all Task Orders under the HHS contract, ensuring alignment with HHS mission objectives, enterprise architecture standards, and modernization roadmaps.
- Lead enterprise-scale IT modernization initiatives supporting HHS Operating Divisions (OPDIVs) and Staff Divisions (STAFFDIVs), including infrastructure modernization, cloud adoption, cybersecurity integration, and AI-enabled service transformation.
- Serve as a trusted advisor to HHS leadership, providing strategic guidance on enterprise architecture, infrastructure modernization, and the responsible adoption of AI and agentic AI capabilities.
- Act as a change agent, coordinating across HHS stakeholders, GDIT leadership, and subcontractor teams to drive sustainable technological, operational, and cultural change.
- Manage day-to-day program operations including systems integration, engineering design, procurement, deployment, testing, logistics, and lifecycle support.
- Ensure AI-enabled solutions are integrated into enterprise infrastructure and IT service delivery models in accordance with HHS policies, security requirements, and governance frameworks.
- Organize, direct, and coordinate planning and execution of all contract support activities; serve as the primary interface with HHS program management, contracting officers, and technical leadership.
- Manage and control program schedules, budgets, risks, and performance metrics to ensure on-time, within-budget delivery across all Task Orders.
- Ensure compliance with federal, HHS, and contract-specific policies, standards, and security requirements.
- Lead and mentor administrative, program management, and technical personnel across multiple functional and technical domains.
- Identify, acquire, and allocate company resources to achieve technical, operational, and contractual objectives.
- Review project feasibility studies, cost estimates, and performance outcomes; ensure conformance with enterprise standards and best practices.
- Provide recommendations for resolution of technical, operational, and programmatic issues to HHS stakeholders.
- Support performance-based and award-fee contract execution, including performance measurement, reporting, and continuous improvement.
- Perform other duties as assigned.
- Bachelors and 10+ years of program management experience with recent experience in complex federal enterprise IT programs, preferably within HHS or similar civilian agencies.
- Demonstrated experience managing multiple Task Orders under a single large-scale contract.
- Proven experience in Enterprise Architecture and Enterprise Infrastructure, including modernization initiatives in federal environments.
- Experience leading or integrating AI-enabled capabilities, including automation, analytics, or agentic AI concepts, within enterprise IT or infrastructure programs.
- Experience leading a team.
- Ability to obtain and maintain an HHS Public Trust.
- Master’s degree from an accredited college or university in project management, information technology, systems engineering, or a related discipline.
- Current PMI certification, such as PMP or PgMP.
- ITIL® 4 Managing Professional or higher certification.
- Strong leadership, communication, and stakeholder engagement skills with senior government officials.
- Experience supporting HHS performance-based and award-fee contracts of similar size and complexity.
- Familiarity with HHS enterprise architecture frameworks, cloud strategies, Zero Trust Architecture (ZTA), and AI governance principles.
- Experience operating within large, federated federal agencies with multiple OPDIVs and diverse mission systems.
The likely salary range for this position is $148,750 - $201,250. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
