Duties
* Administers appointing and associated authorities on behalf of the Commander for federal service personnel at an Air Force (AF) installation
* Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinates
* Advises the Commander, key managers, and supervisors on the wide range of civilian human resource management which includes requirements, accessions, development, sustainment, and separations
* Integrates the objectives and requirements of civilian human resource management with allied and related programs
* Manages the Civilian Personnel Office. Prepares budget requirements and executes the CPO budget which includes such items as travel, per diem, supplies, and equipment Summary The primary purpose of this position is:
Administers appointing and associated authorities on behalf of the Commander; to provide comprehensive advice on the wide range of human resource management functions to the Commander, key managers, and supervisors; to integrate the program objectives of civilian personnel administration with allied and related programs; to manage the office and direct the staff of the Civilian Personnel Section. * Work may occasionally require travel away from the normal duty station on military or commercial aircraft
* Employee may be required to work extended or other than normal duty hours to include evenings and weekends and may be subject to recall
* Must be able to obtain and maintain a Secret security clearance
* This is a supervisory position; a one-year supervisory probationary period is required
* This position is open to current Department of Defense employees Qualifications The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and cannot become a member of the Ready Reserve.

EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience include
1) Applying a working knowledge of the concepts, laws, rules, and regulations governing federally funding civilian personnel management.
2) Providing knowledge of civilian pay budget policies and procedures.
3) Using a working knowledge of safety and security regulations, practices, and procedures.
4) Planning, organizing, and directing the functions and staff of a moderate-sized staff.
5) Communicating orally or in writing to present issues and recommendations. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time-in
-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE,
