- A bachelor's degree from an accredited college or university and three (3) years of professional experience in systems analysis, management analysis, program planning, program research, program evaluation, engineering or administrative work.
- A master's degree from an accredited college or university can substitute for one year of the required experience.
- Professional or nonprofessional experience as described above can substitute on a year-for-year basis for the required college education.
- Requires possession of a valid Class E driver license.

Job DutiesGeneral Statement: This is a professional position responsible for human resource supervisory functions within the Florida Department of Agriculture and Consumer Services’ Division of Plant Industry Personnel office.
ManagementServes as Assistant Human Resources Manager for the Division of Plant Industry. Hires and trains staff, assigns and reviews work, and provides feedback to staff. Initiates counseling, disciplinary, pay change, or classification actions, as necessary. Reviews, analyzes, develops, and recommends improvements to internal practices and policies to increase efficiency, productivity, quality, and customer service. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.)
of any assigned programs. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with division and department policies and procedures. Provides training to Division. Ensures Division Personnel intranet site is up-to-date and customer oriented. Acts as Division Human Resource Manager, as needed.
Provides daily direction of Division matters relating to attendance and leave, benefits, records management, classification, the Human Resource Information System (HRIS), and retirement. Oversees recruitment and onboarding for Other Personal Services, Career Service, and Selected Exempt Service staff. Researches and addresses any issues that arise. Responds to questions with a high standard of customer service. Liaises with the Bureau of Personnel Management and People First.
Worker’sCompensation
Serves as Division’s Worker’s Compensation Coordinator. Reviews, files, and logs pertinent data from First Reports of Injury, DWC-25s, and other related documentation. Notes discrepancies and follows up with employee, supervisor, Department’s Worker’s Compensation Coordinator, State’s Worker’s Compensation provider, or Risk Management, as needed.
RelatedServes on various project management teams or committees (examples: awards, safety, etc.). Responds to emergency programs, as required, and holds assigned roles as directed in the Incident Command System. Stays apprised of changes in human resource management, such as applicable, new policies, laws, or relevant legal rulings.
