Overview
The Florida Division of Alcoholic Beverages & Tobacco, Bureau of Enforcement seeks an Investigation Specialist II (non-sworn, career service) to inspect licensed tobacco and alcoholic beverage locations, educate licensees, and prepare administrative cases. This position serves as a source of intelligence to sworn personnel by reporting potentially criminal activity observed during inspections. The role includes field work with a take-home vehicle, uniforms, and required equipment.
Candidates should demonstrate self-governance, curiosity, and retention of relevant laws, rules, and ordinances.
- Investigate violations of chapters 210, 561-565, and 567-569, Florida Statutes.
- Make frequent observations and inspections of licensed tobacco and alcoholic beverage locations.
- Assess compliance with state tobacco and alcoholic beverage laws and report findings to a supervisor.
- Assist the Bureau of Licensing with application site inspections.
- Prepare administrative cases.
- Refer alleged criminal violations to sworn personnel for investigation and follow-up.
- Examine license records for compliance with applicable rules and laws.
- Assist in preparing for prosecution, license discipline, administrative actions, and forfeiture reports; collect evidence to support findings; and testify in judicial proceedings.
- Examine cigarette tax stamps and invoices to detect tobacco tax non-payment.
- Perform functions related to administration of Florida’s tobacco and alcoholic beverage laws; assist the public, agency members, other government officials, industry members, and investigators.
- Attend training sessions related to alcohol and tobacco laws, report writing, testifying, communication skills, and related duties.
- Deductive reasoning; effective communication; independent decision-making.
- Ability to collect and analyze evidence; maintain strict confidentiality; write accurate investigative reports; present detailed verbal presentations.
- Plan, organize, and coordinate work assignments; analyze information for validity; conduct fact-finding interviews and take statements; establish and maintain working relationships.
- Must possess or obtain a valid State of Florida Driver’s License by date of hire and maintain a safe driving history.
- Ability to work independently and complete inspections daily; successfully complete internal training; pass a law enforcement level II background screening; lift up to 50 pounds; stand and kneel for extended periods.
- Residence within 70 air miles of the Gainesville District Office at time of hire; willingness to participate in the Field Work Program.
- Field Work Position with duties including driving to licensed sites and occasional office work.

- Preference given to candidates within 70 miles of Gainesville and to those with regulatory compliance, inspections, and/or quality assurance experience.
