Responsibilities- Perform advanced engineering on multiple major projects of high complexity.
- Visit construction sites to review contract progress and manage subordinate staff.
- Assist in training and developing staff.
- Ensure compliance with contract documents, policies, and procedures.
- Approve project sign‑offs and maintain traffic control per approved plans.
- Maintain accurate records and manage construction claims.
- Provide technical coordination for utility relocation within project limits.
- Prepare monthly and annual progress estimates and oversee estimates preparation.
- Develop contract modifications and manage change orders.
- Handle public awareness and customer complaint resolution.
- Review contract claims, submit recommendations, and recommend project acceptance.
- Provide comments on contract plans for constructability and timing.
- Coordinate FHWA approvals and conduct inspections.
- Resolve issues satisfactory to FHWA and the Department.
- Monitor EEO, on‑the‑job training, and DBE compliance.
- Participate in design‑build selection process.
- Develop Position Papers for disputes, advise on DRB rulings.
- Manage Consultant Construction Engineering and inspection (CCEI) contracts.
- Review and guide CCEI on contract interpretation and supplemental agreements.
- Act as liaison between CCEI, Design Project Manager, and Engineer of Record.
- Prepare manpower and budget estimates for CCEI.
- Oversee CCEI contract acquisition, scope of services, procurement, and pre‑service meetings.
- Approve monthly CCEI invoices and conduct performance evaluations.
- Recommend approvals for supplemental amendments.
Knowledge of
- Engineering specialty concepts, terminology, principles, analytical techniques.
- Engineering design, construction, production, and/or operations.
Skills in
- Using engineering tools, equipment, and instruments.
Abilities to
- Analyze and interpret engineering data.
- Plan, design, evaluate and investigate engineering works and systems.
- Apply engineering quantitative techniques.
- Direct, monitor and inspect engineering projects.

- Establish and maintain effective working relationships.
- Certification in Final Estimates Level I, Level II, and QC Manager via CTQP and Advanced Maintenance of Traffic within six months, maintained thereafter.
- Respond before, during, and after emergency situations.
- Work with or around Department of Corrections inmates; may be required to drive a state vehicle.
- Valid Class “E” driver license required.
- High school diploma or equivalency; 2 years related experience may substitute.
This position requires a valid Class E driver license with an acceptable driving record.
