What We're Looking For
HNTB's North Florida Construction Services Group, operating from the Gainesville, Lake City, Ocala and western Jacksonville Operations Centers, is seeking a Contract Support Specialist for CEI Projects. Experience in FDOT CEI or a similar role in another state is preferred. This is to fill an existing need on projects HNTB is actively managing. This is not an open invitation with no work;
HNTB has a multi-year backlog.

This opportunity involves contracting support for construction or professional service projects and contracts. You will review contracts and related documents for compliance with client policy and requirements, assess risks, and advise leadership on changes to mitigate risks or ensure compliance with contract language and provisions. You will provide continuous contracting support from the preliminary stage through closeout in a proactive and responsive manner, working independently to support the client.
You will interact with Project Managers and other client personnel including incumbents from Engineering, Finance, Procurement and Legal.
- Work with project managers and contracts personnel to ensure contract or bid documents are clear, complete and in compliance with requirements. Serve as the primary liaison to Project Managers and coordinate with staff and resources to resolve issues in bid, award, contracting and closeout processes.
- Administer ongoing contract needs related to contract changes and payments, requiring experience with client databases, legacy systems and web-based project management software.
- Collaborate with client contracting staff, attorneys and Engineering staff to balance workloads and provide high-level service and responsiveness. Respond to inquiries from Project Managers, consultants, contractors and other management as needed.
- Support proposal activity as necessary, particularly regarding contract terms and provisions.
- Performs other duties as assigned.
- High School/GED or equivalent
- 3 years’ administrative, contracts, payments and construction documentation experience
- Contract Support Specialist or Associate Contract Support Specialist work history in District 2 or other FDOT Districts
- Knowledge of FDOT systems including PrC and SCOC; ability to work independently to produce verifiable quantity records and process FDOT monthly estimates
- CTQP Certifications - Final Estimates Level I and II
- Bachelor’s degree in Business, Finance, Construction Management or a relevant degree
- Strong oral and written communication skills
- Excellent attention to detail
- Knowledge of Microsoft Office applications
- Able to learn and use multiple client legacy systems and web-based tools (training provided)
