The Florida Department of Children and Families (DCF) is the state of Florida’s social services agency. Within DCF, the Substance Abuse and Mental Health (SAMH) Program office is recognized as the single state authority for substance abuse and mental health services. The Office of SAMH is statutorily responsible for the planning, evaluation, and implementation of a comprehensive statewide system of care for the prevention, treatment, and recovery of children and adults with serious mental illnesses or substance use disorders.
North Florida Evaluation and Treatment Center (NFETC) is a 216‑bed, all male, forensic, mental health rehabilitation facility located in northeast Gainesville, Florida on 639 picturesque acres. The Center provides a range of positions including food service, maintenance, direct care, nurses, counselors, rehab therapists, medical doctors, security, psychiatrists, and psychologists.
Specific Duties and Responsibilities- Ensure that all psychiatric and primary care treatment at NFETC are administered in accordance with policies and procedures, rules and regulations, statewide statutes, and federal statutes.
- Employ and direct all senior physicians and assume operational responsibility for all physician‑based services at NFETC.
- Research, design, and write policies and operating procedures that relate to clinical services for use by all levels of clinical staff.
- Administer clinical personnel matters in compliance with applicable personnel rules, regulations, and collective bargaining agreements.
- Develop recognized programs of resident care to achieve customer satisfaction.
- Assist in developing the hospital’s budget, costing programs, establishing expenditure priorities, and administering expenditures while maintaining budget integrity.
- Serve as a consultant in matters related to psychiatry, general medicine, and clinical administration.
- Recruit medical staff, privilege and credential professional clinical staff at NFETC on a bi‑annual basis.
- Review and monitor daily activity reports and incidents.
- Seek, compile, and provide information, advisories, and reports that keep the clinical staff informed of current developments.
- Perform X‑ray examinations of teeth and gums for infections and diseases.
- Participate in and chair meetings related to clinical service delivery and hospital management as part of the hospital’s Executive Management Team.
- Act as a liaison between the hospital and academic institutions or other hospitals, which may entail traveling.
- Assist in interviewing, selecting, and training new employees and approve submitted timesheets and leave requests on the People First system for all direct reports.
- Supervise all direct reports, ensuring they meet negotiated performance standards, adhere to professional practice standards, receive quarterly coaching, and follow an approved employee development plan.
- Participate in departmental in‑servicing meetings and programs, review records of problem cases, set up case conferences for continuing medical education, and establish selected cases for consultation.
- Coordinate, facilitate, and supervise consultant services for patients with special problems for all external procedures.

Skills and Abilities
- Knowledge of the terminology, principles, and techniques of dentistry.
- Knowledge of dental treatment techniques, skill in using dental instruments and equipment.
- Proficiency in filling cavities, extracting teeth, performing restorative work, and treating dental diseases, infections, injuries, and malformations of the mouth and teeth.
