Overview

Summary: Under general supervision of the Property and Evidence Supervisor, the Property and Evidence Technician is responsible for the proper intake, retention and disposition of property and evidence and to protect the integrity of the evidence throughout the judicial process.

The intent of this position description is to provide a representative summary of the major duties and responsibilities performed by incumbent(s) in this position. Incumbent(s) may not be required to perform all duties in this description and incumbent(s) may be required to perform position-related tasks other than those listed in this description.

Essential Job Functions
  • Receives and stores property and evidence impounded by City of Frisco Police personnel, including preparing evidence labels, bar coding evidence, logging information into IBRS computer software system, and storing the property and evidence in the secure property/evidence room, to include the safe, weapons vault and narcotics vault.
  • Maintains CALEA accreditation standards to ensure the care, custody and control of property and evidence at all times.
  • Assists City of Frisco investigators with tracking, scanning, printing of photographs and media, mailing and/or delivering evidence to the laboratory, and delivering cases to the Collin County and Denton County District Attorney office.
  • Transfers evidence to the forensic labs and/or the Department of Public Safety (DPS) laboratories for testing.
  • Releases property/evidence to City of Frisco Police personnel and other governmental agencies for presentation in court cases.
  • Provides case information to citizens and coordinates property release to owners.
  • Researches reports and other databases to determine status of judicial cases and owners of property; attempts to locate owner, utilizing computer systems available; send certified letters, prepares court orders, and property release forms necessary for the disposal of property; returns property to owners; and updates log book and computer system to reflect disposal.
  • Gathers, classifies, stores and prepares abandoned and seized property for city auction, donation, destruction, and departmental use.
  • Coordinates destruction or disposal of abandoned and seized property.
  • Oversees destruction of narcotics and biohazard evidence in onsite drug terminator.
  • Packages and transports firearms and weapons evidence for disposal.
  • Updates records and computer systems to reflect disposal.
  • Prepares and makes cash deposits on open and disposed cases, makes deposits on narcotics seizures.
  • Conducts routine inventory of Property/Evidence Room.
  • Prepares routine monthly inventory and intake reports for supervisor and upon request.
  • Testifies in court as to property/evidence procedures on chain of custody.
  • Conducts in-service property/evidence training for new police recruits and police department personnel.
Other Important Duties
  • Travels to pick up/deliver evidence, equipment, and supplies, and to attend meetings and training.
  • Must work on-call hours during evenings, weekends and holidays.
  • Performs other related duties as assigned.
  • Regular and consistent attendance for the assigned work hours is essential.
Required Knowledge and Skills
  • Knowledge of federal, state and local laws governing the custody and release of evidence and records.
  • Knowledge of storing and disposing of crime evidence and confiscated property including narcotics and weapons.
  • Knowledge of the legalities of auctions and destruction of confiscated property.
  • Knowledge of police department practices, policies and procedures for assigned area.
  • Knowledge of general office equipment and operational practices and procedures.
  • Knowledge of inventory control practices and procedures.
  • Must be extremely organized and have the ability manage time efficiently.
  • Must be able to work independently in the absence of immediate supervision.
  • Must be able to communicate effectively both verbally and in writing.
  • Proficiency in the use of computers and related equipment, hardware and software to maintain databases, files and records.
  • Skill in effective oral and written communications.
  • Skill in assisting in a variety of administrative and routine department duties.
  • Skill in following verbal and written directions.
  • Skill in resolving customer complaints and concerns.
Education, Experience, and Certifications
  • High School Diploma or G.E.D. and two years related property and evidence or law enforcement experience or equivalent combination of education and experience.
  • Must obtain Certificate of Attendance from the International Association for Property and Evidence, Inc. for Managing Property and Evidence in Law Enforcement Agencies course within first 6 months of employment.
  • Must pass a pre-employment drug screen, criminal background investigation, psychological and polygraph tests and/or post-offer physical agility exam.
  • Must possess valid State of Texas Drivers License.
