This is an academic management position exempt from overtime provisions of the Fair Labor Standards Act, with responsibility for the formulation and implementation of district policies, regulations, budget decisions, and supervision of personnel including assignment of work, evaluation of performance, adjustments to grievances, and recommendations for hiring, transfer, suspension, layoff, recall, promotion, and termination.

Essential Functions of Position
  • General Purpose – Under the direction of the Vice Chancellor, Educational Services & Institutional Effectiveness, the District Dean plans, organizes, directs and integrates assigned district wide instructional training programs, resource development, instructional program compliance, and assigned operations. The Dean ensures program compliance with federal, state, and local regulations, serves as a liaison to college administrators, and offers support for instructional services including grant services, the Training Institute, and Dual Enrollment.

    The Dean also acts as a key advisor to the Vice Chancellor and may serve as Acting Vice Chancellor in their absence.
  • Distinguishing Characteristics – The role uniquely coordinates district wide instructional compliance efforts and leads comprehensive administrative oversight for continuous improvement of educational programs, supporting the district’s student‑success efforts through instructional policy development and regulatory oversight.
Essential Duties & Responsibilities
  • Plan, organize, direct, control, integrate and evaluate instructional programs and initiatives at the district level; collaborate with college managers and staff to develop, implement and monitor work plans, achieve goals, and manage the annual division budget.
  • Direct and manage performance of assigned employees, oversee selection, set performance requirements, provide coaching, conduct evaluations, handle grievances, and, with concurrence, approve disciplinary actions up to termination.
  • Provide day‑to‑day leadership, fostering a high‑performance, service‑oriented environment; recommend and support educational training, promote workplace diversity, inclusion, and cultural competency.
  • Support reporting managers with disciplinary actions and grievances; approve related decisions.
  • Participate in development and implementation of district strategic plans; coordinate new methodologies, technologies, and process improvements.
  • Identify accountability strategies, align data analytics, streamline communication, and lead district and regional program collaborations to support student success.
  • Interpret, apply and ensure compliance with all federal and state laws, program policies and guidelines, and stay current on legislative developments; manage data systems and present information as needed.
  • Lead internal efforts to improve educational services operations; facilitate academic scheduling, program efficiency, and committee work related to career technical education and enrollment management.
  • Prepare the division’s annual program review for Vice Chancellor approval; recommend process refinements and ensure continuous improvement through best‑practice assessment.
  • Coordinate application of Education Department General Administrative Regulation (EDGAR); ensure compliance and manage data reporting.
  • Develop, implement, and revise policies, procedures and operational guidelines.
  • Align academic services for adult education, K–16 career education, dual enrollment, guided pathways and grant processes; build relationships with local partners and serve as a content expert for externally funded programs.
  • Collaborate on reporting across California Community Colleges Chancellor’s Office platforms and recommend data refinements.
  • Represent the district at state and national training and professional meetings; present to various groups.
