Salary Range: $150,233 - $211,389
NATURE OF WORK
Under broad policy guidance of the City Administrator, performs high level administrative, technical and professional work in directing and supervising the administration of city government. This position is a leadership role that requires personal courage, unreproached integrity, personal confidence and intelligence, responsiveness to the needs of others, caring about and the enjoyment of working with people. Be highly organized and able to simultaneously direct the activities and projects of multiple departments that are geographically dispersed within the City.
ESSENTIAL FUNCTIONS:
The following examples of work are illustrative only and are not intended to be all inclusive:
* Provide guidance in coordinating and administering the activities of assigned departments of the City; coordinate City activities among departments and with outside agencies and organizations.
* Provide staff assistance to the Mayor and City Council; prepare and present regular staff reports and other necessary correspondence; attend all meetings of the City Council. Assist in strategic planning with the Mayor, City Council and Department Heads, and in the implementation of policies and procedures established by the Mayor and City Council. Provide regular progress reports to the Mayor, City Council, and department heads regarding City activities, as well as established goals, policies, and procedures.
Recommend ordinances, resolutions, and other measures deemed necessary or expedient for the City.
* Leads the management team for the identified City Departments which may include but is not limited to the Police Department, Fire Department, Public Works Departments, Parks and Recreation Departments, Library, Communications Center, Transit System, Administration, (including Grants and Public Communications), and City Clerk's Office. In accordance with the Municipal Code, plans, directs, and coordinates the programs and activities of assigned departments with the department heads.
* Select, train, coach and evaluate direct reports; provide clear directives to department directors
* Through the Department Heads, monitor the condition of all City capital assets and keep facilities and equipment in good condition. Approve purchases in accordance with City policies and procedures.
* Continuously monitor and evaluate the efficiency and effectiveness of the City's organizational structure, staffing patterns, service levels and administrative systems; implement improvements and needed changes.
* Participate in the development of the City's Capital Improvement Program; supervise or facilitate major projects.
* Assist in the development of long-range and short-range plans for the City of Fremont; develop goals, objectives and priorities.
* Develop and maintain effective intergovernmental relations; interact with state and federal agencies; serve as liaison between the City of Fremont and other cities, elected officials and outside agencies; explain and justify City programs, policies and activities; negotiate and resolve significant and controversial issues.
* Negotiate contracts and solutions on a variety of administrative, fiscal and special projects; participate in the preparation of program or special project budgets including, in cooperation with the City Administrator and the Director of Human Resources negotiate with or engage others to negotiate with any or all of the City's labor bargaining units.
* Strive to be a leader in the community by serving on a variety of boards and commissions; attend and participate in professional group meetings.
* Respond to citizen inquiries and resolve difficult and sensitive complaints; assign departments to handle and resolve citizen complaints and concerns in a timely manner; solve unique problems that are not solved at the department head level, or not under any departmental jurisdiction or have the potential to have considerable public impact.
ADDITIONAL DUTIES
