City Rise Utility Traffic Control serves all Northern & Central California from multiple locations. We provide high‑quality traffic control safety services for utility contractors, including flagging traffic through work sites, lane closures to divert traffic, or detouring traffic to reduce congestion and prevent accidents. We focus on maintaining a safe work environment for utility crews, employees, and the public.

Brief Position Summary

City Rise Utility Traffic Control employees are members of the IBEW Union (union membership is required; enrollment facilitation available). The Traffic Control Technician works under a contractor’s direction to identify the various needs and phases of a job. The Technician provides onsite leadership of the work crew, assesses performance, and reports to Operations Management. Areas of specialization include traffic plan review, traffic control equipment installation, flagging setups, flagger control, and jobsite supervision.

Functions
  • Maintain a consistent focus on safety throughout all job functions.
  • Oversee work zone set‑up, maintenance, and tear‑down.
  • Meet or exceed customer, state, federal, and company expectations.
  • Implement traffic control setups per MUTCD standard and applicable traffic plans.
  • Collaborate with management and agencies to adjust work zone requirements as needed.
  • Provide clear communication and direction to customers and the general public near work zones.
  • Drive company trucks and deliver equipment; tow and operate towable equipment.
  • Keep equipment organized and in working order.
  • Develop superior knowledge of work zone setup and professional traffic control responsibilities.
  • Deliver high‑level customer service, including on‑time arrival and well‑managed work zones.
  • Complete a daily Job Hazard Analysis with the crew and conduct crew tailgate meetings.
  • Provide crew performance feedback to Operations Management and conduct evaluations as needed.
  • Provide detailed safety reports on all incidents or near misses.
  • Perform other duties as assigned.
Qualifications
  • Valid driver’s license for at least 3 years with a clean driving record.
  • Current IBEW membership with Traffic Tech classification required.
  • Ability to read and understand traffic control plans.
  • Effective relationship building with coworkers and others.
  • Ability to work independently with minimal supervision while prioritizing workloads.
  • Strong interpersonal skills and professional demeanor.
  • Ability to work in high‑volume outdoor locations with multiple interruptions throughout the day.
  • Strong conflict resolution techniques.
  • Strong leadership skills.
  • Strong customer service skills.
  • Excellent multitasking, problem‑solving, and organizational skills.
  • Reliable transportation and ability to commute throughout Northern California.
Education and Experience
  • High School Diploma or equivalent (preferred).
  • 2+ years in an equivalent Traffic Control role.
  • OSHA 10 Certification.
  • OSHA 30 Certification.
  • First Aid/CPR Certification required.
  • Proficient knowledge of the Cal Trans MUTCD.
  • ATSSA Flagger Certification required.
  • TCT certification by ATSSA preferred.
  • TCS certification by ATSSA preferred.
Physical Demands
  • Frequent lifting of heavy objects up to 50 lbs.
  • Lifting, carrying, pushing, pulling, and assembling traffic control materials in the proper order.
  • Standing for long periods in various weather conditions.
  • Exposure to various noise decibel levels.
  • Stooping for prolonged periods.
  • Dexterity in the use of hands and fingers.
  • Reaching, sitting, bending, pushing, pulling, talking, hearing, and vision (up close, at a distance, along the periphery).
Language Skills
  • English – read and write fluently.
Work Environment

While performing daily duties, employees are regularly exposed to moving vehicles and pedestrian traffic, as well as outside weather conditions. The work involves high, precarious places and loud noises, occasional wet or humid conditions, and high temperatures. Noise levels are high.
