Overview

The Housing Manager is responsible for ensuring the successful implementation and management of SAVE’s Housing Program. The Manager oversees all aspects of the program, including eligibility determination and intake process, distribution of rental assistance and other financial aid, development/coordination of program services such as financial literacy workshops and employability services, and training and supervision of program staff. This position works closely with the Director of Programs and the finance team to monitor the usage of grant funds and ensure compliance with funding source requirements.

The Manager is also responsible for developing and maintaining strong relationships with housing agencies, community non-profits and landlords in Alameda County and the surrounding areas to secure and increase permanent housing availability and supportive services for domestic violence survivors. The manager works closely with the Director of Programs and other SAVE staff to develop employment/vocational, and educational resources and opportunities for housing clients.

The manager is a part of the Leadership Team and works closely and collaboratively with other managers and directors to ensure the success of SAVE’s mission.

Responsibilities
  • Supervise and ensure the coordination and delivery of all services of the housing program including: the eligibility, application, and enrollment processes; ongoing case management and supportive services; provision of rental payments and other client financial assistance.
  • Ensure compliance with funder (including CalOES and HUD) requirements by maintaining a thorough understanding of the relevant contracts.
  • Work closely with the finance team to monitor the direct client assistance payments and the overall budget of the program.
  • Work closely with the Director of Programs to evaluate and monitor the success of the program and provide strategic thinking to inform ongoing program improvements.
  • Develop the annual program budget.
  • Support fundraising/grant writing efforts to ensure the sustainability of the program.
  • Actively seek opportunities to deepen SAVE’s relationship with partner agencies, the Alameda County Continuum of Care, local landlords and other potential allies with the goal of disseminating information and developing relationships that will contribute to the success of the housing program.
  • Maintain up-to-date knowledge and education related to domestic violence laws, trends, and other related topics
  • Supervise, train, and support program.
  • Develop, monitor, and revise (as necessary) program guidelines and procedures.
  • Maintain a directory of housing assistance providers and related resources.
  • Create opportunities for volunteers to assist survivors with housing applications, searches, accompaniment, interpretation/translation, workshops, and other matters.
  • Oversee the maintenance of housing client files, ensuring the receipt and retention of necessary documentation related to financial assistance provided.
  • Submit monthly statistical reports and ensure completion of monthly and quarterly funder reports.
  • Attend agency staff meetings, team meetings, and other meetings and trainings as required.
  • Meet with the Director of Programs for supervision regularly and as needed.
  • Maintain up-to-date knowledge of issues and challenges faced by survivors who are unhoused, as well as resources that may be available to them.
  • Maintain up-to-date knowledge of trends and laws that impact survivors of gender based violence and people who are unhoused.
  • Travel as required (in agency vehicle or personal vehicle) to attend meetings or trainings, transport clients, and conduct other agency business.
General Duties
  • Respond to crisis calls and walk-in clients in a caring, informative, and non-judgmental fashion.
  • Maintain up-to-date files and records of all services provided.
  • Provide client transportation.
  • Attend all required meetings, including staff meetings, trainings, consultations, and retreats.
  • Assist with training new staff members and volunteers.
