ABOUT THE POSITIONSwimming Canada is seeking a Manager, Officials to lead and strengthen our national officials portfolio during a 12-18-month leave coverage period. This role will drive improvements to officials education and certification, support the work of the Officials, Competitions and Rules Committee (OCRC) and related working groups, and modernize key tools and communications (including the Officials section of the Swimming Canada website) by establishing clear processes, roles, and standard operating procedures.
The ideal candidate will be available to start in late May or early June 2026.
KEY RESPONSIBILITIES Education Program, Clinics, and Learning Infrastructure (LMS)- Oversee the design, quality assurance, and continuous improvement of officials’ learning products (e-learning modules, clinics, facilitator supports), including standards for accessibility, consistency, and learner experience.
- Manage the clinic update lifecycle end-to-end: intake of guidance, instructional design planning, partner review, approvals, publishing, and version control.
- Implement governance for education content (e.g., content ownership, review cadence, change logs, archiving rules, and an annual maintenance plan).
- Lead the planning and execution of the Officials’ Symposium.
- Coordinate the Open Water Officials School, in conjunction with World Aquatics.
- Serve as the primary staff lead for OCRC and related working groups/task teams: set agendas with the Chair, prepare decision materials, track action items, manage timelines, and ensure follow-through.
- Provide staff support to officials working groups as required, including establishing terms of reference, workplans, deliverables, and reporting cadence.
- Strengthen volunteer experience by creating clear onboarding resources, role clarity, and efficient meeting practices.
- Coordinate the logistics (travel, accommodation, expenses, etc.) and compliance for appointed leadership officials at Swimming Canada and international events.
- Lead the Officials Recognition Program, and National Officials Travel Program, including procurement and inventory.
- Lead the process for national meet equivalencies and level 5 applications.
- Lead the implementation and refinement of Swimming Canada’s Officials Certification Pathway, ensuring clarity, accessibility, and national consistency.
- Modernize the Officials section of the Swimming Canada website: restructure content, improve clarity and navigation, ensure materials are current, and implement a scheduled content review cycle.
- Lead the creation of a central document hub for materials and documents for various groups (ie. OCRC, leadership officials, etc.).
- Lead the development and dissemination of communications to officials (e.g., quarterly bulletins, Rulebook changes), ensuring consistent messaging, timely updates, and alignment with pathway/rule changes.
- Build and maintain effective relationships with provincial/territorial partners and key officials, partners to support implementation, feedback loops, and issue resolution.
- Identify gaps, inefficiencies, and risks across officials programming; develop and implement standard operating procedures and standardized tools to improve consistency and reduce single-person dependency.
