Senior Project Manager / Business Analyst (PM3) – Public Sector ModernizationLocation: Fredericton, NB (Onsite)
Contract: 12 Months
Start: April 1, 2026
Rate: Up to $95/hour, based on match of requirements
Service New Brunswick (SNB) is seeking a Senior Project Manager / Business Analyst (PM3) to support major modernization initiatives within Business Application Services.
This role will lead complex public‑sector systems modernization projects, including:
- Pleasure Craft Licensing (PCL) modernization
- Corporate Registry system upgrades
- Azure Dev Ops onboarding and QA automation enablement
- MQ upgrade leadership
- Micro Focus CM upgrade
- Document and validate current‑state business processes and integrations
- Lead stakeholder interviews and requirements confirmation
- Produce comprehensive business requirement documentation
- Develop modernization roadmaps
- Manage development team scheduling and backlog
- Lead release planning and Azure Dev Ops‑driven upgrades
- Coordinate cross‑functional technical and business teams
- Ensure systems remain supported and compliant
- 5+ years Project Management experience
- 5+ years large‑scale, complex systems work
- 3+ years leading Azure Dev Ops‑based release management
- Experience leading cross‑functional technical teams
- Strong English communication skills
- Senior Business Analyst leadership in complex environments
- Multi‑jurisdiction projects (Federal/Provincial)
- Systems integrated with financial platforms
- Government service delivery systems (SNB preferred)
- SNB-IT or similar solution delivery frameworks
- 100% onsite in Fredericton
- Public‑facing systems with high integration complexity
- Enterprise modernization and infrastructure upgrades
- Highly structured government procurement and evaluation process
