Overview
This role provides leadership and oversight in support of Flatter, Inc.’s federal government contracts, ensuring compliance, performance excellence, and mission success for U.S. Government customers. The Human Resources Manager serves as the primary HR professional for the organization and is responsible for managing HR functions at a professional level. This role partners with executive leadership to support business objectives while ensuring compliance with employment laws, effective people operations, and a positive employee experience.
Responsibilities- Manage the Human Resources department budget.
- Execute HR strategies, programs, and initiatives aligned with departmental and corporate objectives.
- Participate in the development of department goals, objectives, and HR systems.
- Provide HR guidance and recommendations to management; escalate complex matters to executive leadership as appropriate.
- Implement, maintain, and update human resources policies, procedures, and the employee handbook.
- Ensure compliance with federal, state, and local employment laws and government contracting labor requirements.
- Maintain compliance with Affirmative Action, EEO, and Department of Labor reporting requirements, including EEO-1 reporting.
- Support legal and organizational risk mitigation through consistent policy application, documentation, training, and investigations.
- Coordinate recruiting efforts with the Corporate Recruiter, including development of job descriptions and salary benchmarking.
- Provide cross-training and backfill capability for the recruiter covering job postings, sourcing, interviewing, and selection.
- Coordinate background checks, E-Verify, and pre-employment testing; oversee offer letter preparation in coordination with the Corporate Recruiter; manage new hire orientation and onboarding processes.
- Conduct 90-day performance check-ins with new employees.
- Administer compensation programs and coordinate performance evaluation processes.
- Review and oversee payroll activities for accuracy, timeliness, and regulatory compliance; coordinate with finance and payroll providers to resolve discrepancies and support audits.
- Ensure proper employee classification and compliance with FLSA and wage and hour laws.
- Administer employee benefits programs, including enrollment, changes, claims support, invoice review, and employee communications.
- Support and advise leaders and managers on employee relations and HR best practices; manage employee relations activities, including coaching, corrective action guidance, conflict resolution, and exit interviews.
- Coordinate and support the performance management process, including feedback tools, coaching techniques, and documentation standards.
- Coordinate and deliver employee training programs, including orientation, compliance, harassment prevention, performance management, and leadership development; review, track, and manage employee certifications and continuing education.
- Manage HRIS records; ensure data accuracy, integrity, and reporting; maintain organizational charts, employee directories, and workforce data.
- Own and manage HR processes within the ISO Quality Management System; support internal and external audits (DCAA, DOL, ISO 9001:2015, ISO 27001:2022, and customer audits).
- Maintain competencies in HR expertise, problem solving, project management, communication, ethics, organization, time management, attention to detail, and integrity.
- Supervise and manage HR activities consistent with a senior HR leadership role.
- Work environment: professional office setting with standard office equipment.
- Position is full-time with typical hours from Monday to Friday, 8:00 a.m. to 5:00 p.m.; occasional evening and weekend work may be required.
- Travel may be required for corporate offsites, events, or other required activities.

Required Education and Experience:
- Bachelor’s degree in HR or related field.
- 7+ years HR management experience in government contracting.
- SHRM Certification or HRCI Certification.
