Provide technical consulting assistance, training, guidance and recommendations to Central Office and District procurement personnel for procurement operations. Assist and advise in the direction and management of procurement programs to include commodities, non-professional services and capital outlay construction services. Provide written reports of compliance with recommendations and effectiveness of delegated procurement authority. Assist as a procurement advisor for all procurement issues, including application of law, policies, procedures and delegated authority.
Assess procurement training needs and develop and deliver training. Research and provide written and verbal analysis of procurement best practices.
- Analysis and Assessments of Procurement Procedures:
Provide in-depth analysis and impact assessments of procurement procedures to improve and enhance statewide procedures that have a direct influence on fiscal positions of VDOT. Serve as Division's FOIA coordinator. - Procurement Reviews:
Analyze procurement program activities related to organizational structure, staffing systems, manual and automated processes, documentation, and voucher and invoice processing. Develop procurement review reports and conduct exit interviews. Advise and respond to requests for professional assistance and consultation related to procurement, policies, procedures and practices. Recommend increases, suspensions, or revocations of delegated authority. Promote, seek and encourage increased participation in VDOT's SWAM Plan and initiatives.
Identify statewide needs and cost saving opportunities. Develop guidelines for operational efficiencies that promote best purchasing practices. - Training:
Develop, coordinate and conduct technically-oriented training in procurement-related fields. Update training based on changes to the Virginia Public Procurement Act and VDOT Procurement and Surplus Property Manual.
- Ability to analyze and evaluate highly complex procurements and make decisions and recommendations.
- Ability to communicate effectively orally and in writing.
- Ability to operate independently to achieve objectives for improvements in procurement and material management.
- Ability to supervise and train staff.
- Knowledge of Federal, State, and local procurement laws, regulations, administration and organization.
- Knowledge of management practices research, analysis and quantitative methods, automated procurement systems, e-commerce and e‑procurement.
- Knowledge of procurement material management‑related operations.
- Knowledge of supervisory principles and practices.
- Skill in process improvement and project management.
- Skill in the use of computers and software applications.
- Ability to analyze and evaluate highly complex procurements.
- Ability to communicate effectively orally and in writing.
- Ability to obtain and maintain Virginia Contracting Officer (VCO) certification.
- Ability to obtain one of the following certifications:
Certified Public Procurement Officer (CPPO), Certified Public Procurement Buyer (CPPB) or Certified Professional Purchasing Manager (CPM). - Experience in procurement and material management related operations.
- Experience supervising and training staff.
- Experience using automated procurement systems, e‑commerce and e‑procurement.
Knowledge of federal, state, local procurement laws, regulations, administration, and organization. - Project management and process improvement experience.
- Skill in the use of computers and software applications.
- A combination of training, experience, or education in Business Administration, Public Administration or related field desired.
- Experience in project management and process improvement and evaluation techniques.
- Management of procurement operations and staff in a large, diverse organization.
- Possession of CPPO, CPPB or CPM Certification.
- Possession of Virginia Contracting Officer certification.
- Virginia Contracting Officer (VCO) Certification - Maximum
