Position: Acquisition Analyst (Top-Secret) - DTRA

Acquisition Analyst II / Small Business Specialist

Location: Fort Belvoir, VA (On-site at Government Customer Location)

Clearance: Active Top Secret required

Salary Range: $105,000 – $115,000

About the Role

Polaris Gov is seeking a detail-oriented and motivated Acquisition Analyst II to support the Office of Small Business Programs (OSBP) at the Defense Threat Reduction Agency (DTRA). This position is a strong fit for early- to mid-career federal acquisition professionals looking to expand their expertise in small business coordination, pre-award documentation, and vendor outreach.

The Analyst will review and refine critical acquisition documents—including DD2579s
, Subcontracting Plans
, and 8(a) Sole Source Offer Letters
—while coordinating with Contracting Officers, Program Managers, and Small Business Professionals. The ideal candidate has a firm understanding of FAR Part 19 and a strong desire to grow into a subject matter expert under seasoned OSBP mentorship.

Key Responsibilities Acquisition Lifecycle Integration
  • Conduct quality assurance reviews of DD2579 Small Business Coordination Records, ensuring proper justification, socioeconomic code selection, and FAR/DFARS compliance.
  • Evaluate Subcontracting Plans for realism, accuracy, and adherence to FAR 19.7 and DFARS requirements.
  • Draft and route 8(a) Sole Source Offer Letters in accordance with FAR 19.804-2.
  • Support development of small business elements within acquisition strategies, J&As, source selection plans, and other pre-award documentation.
  • Collaborate with Contracting Officers and program stakeholders to ensure small business documentation is complete and accurate prior to release or award.
Market Research & Vendor Vetting
  • Utilize SAM.gov, FPDS, DSBS, GSA eLibrary, and internal systems to identify capable small businesses.
  • Draft market research summaries supporting set-aside recommendations and acquisition planning.
  • Validate vendor socioeconomic status, NAICS alignment, and technical capabilities following outreach, industry days, or matchmaking events.
Small Business Advocacy & Outreach
  • Assist in planning and executing 4–5 external and 2–3 internal small business outreach events annually.
  • Monitor the OSBP workflow inbox, triage acquisition-related inquiries, and route them appropriately.
  • Maintain awareness of FAR/DFARS revisions, SBA policy updates, and DoD OSBP guidance; communicate changes and impacts to program stakeholders.
  • Candidates should possess or be willing to develop foundational knowledge of the DoD and DTRA Mentor‑Protégée Program (MPP).

    Responsibilities include:
  • Conducting market and capability research to identify potential small business protégés and suitable mentor companies aligned with MPP objectives.
  • Supporting OSBP‑led MPP outreach and industry engagement, including communicating program requirements, eligibility criteria, and opportunities to interested businesses.
  • Providing administrative and coordination support for MPP‑related activities in collaboration with OSBP leadership and stakeholders.
Reporting & Program Analysis
  • Contribute to monthly and quarterly reporting, including Small Business Achievement Reports and acquisition forecasts.
  • Track vendor engagement, outreach performance metrics, and other OSBP program data.
  • Support internal reviews, DoD OSBP data calls, and process improvement initiatives.
Required Qualifications
  • Active Top Secret security clearance
  • 5–7 years of federal acquisition experience (GS-1102 series or equivalent)
  • Familiarity with small business programs defined in FAR Part 19, including 8(a), HUBZone, SDVOSB, WOSB/EDWOSB, and SDB.
  • Working knowledge of FAR Parts 5, 7, 10, and 19.
  • Experience reviewing or supporting development of DD2579s, subcontracting plans, or 8(a) offer letters.
  • Proficiency with Microsoft Office Suite, SharePoint, and acquisition databases (SAM.gov, FPDS, DSBS).
  • Strong writing, organizational, analytical, and communication skills.
