General Description
The Community Manager is responsible for all phases of on‑site property operation, under the direction of the Regional Manager. The Community Manager maintains all aspects of the property’s assets to Conifer standards.
Position Details- Full‑time
- Exempt
- 40 hours per week
- Monday‑Friday, 8:30 AM – 5:00 PM EST

Job Description People- Recruit, hire, train, coach, mentor, and manage performance of team members in accordance with Conifer policy and procedures.
- Perform written evaluations and recommend salary increases or advancement in consultation with District Managers and Regional RVPs.
- Maintain timely attendance records; ensure overtime is reasonable and approved by District Manager.
- Follow and enforce all Conifer policies and procedures.
- Market and approve or disapprove rental applications, prepare, process, and sign leases and related forms.
- Work with local housing authority to ensure timely leasing and recertification of applicants/residents.
- Provide excellent customer service to residents and resident organizations; respond promptly and professionally to inquiries and concerns.
- Respond to and address all internal and external requests for information or action in a timely manner.
- Ensure implementation and compliance with all housing program requirements and directives.
- Actively manage occupancy, maintaining waitlists, precalculating applications, and ensuring timely move‑ins and move‑outs.
- Handle move‑in and move‑out details, emphasizing apartment inspection check‑lists.
- Maintain the community to Conifer standards.
- Report accidents and emergencies to Risk Management and District Manager; complete incident reports.
- Ensure maintenance requests are addressed promptly and communicate progress to residents; keep written records of completed work.
- Inspect community and apartments in accordance with Conifer policy.
- Obtain competitive bids for contract services and capital improvements with the Maintenance Supervisor; process bid packages per company procedures.
- Draft approval memos and supervise outside contractors to ensure contract compliance.
- Assist in developing the annual budget and work within the approved budget; seek District Manager approval for unbudgeted expenses.
- Complete monthly variance reports and contribute to forecasts.
- Collect rents and handle delinquent accounts efficiently.
- Maintain clean resident and subsidy ledgers.
- Make bank deposits daily as required.
- Process accounts payable in accordance with budget and Conifer procedures.
- Perform on‑call duties as required or assigned.
- Physical attendance at assigned location during scheduled hours is essential.
- Assist at other Conifer locations as needed.
- Perform other job‑related duties as assigned.
- Minimum 1‑3+ years of site or apartment management housing experience, preferably affordable housing.
- Compliance experience or knowledge (LIHTC, HUD‑Sec. 8, RD, others) strongly preferred.
- Minimum 1+ year of team supervision experience, including training and performance management.
- Prior customer service or sales experience is a plus.
- Strong MS Office skills (Word, Excel, PowerPoint, Outlook).
- Yardi Voyager experience desired; other accounting or housing software a plus.
- Demonstrated experience in solving resident, personnel, vendor, and financial problems.
- Accounting experience with budgeting, accounts receivable & payable, variance analysis strongly preferred.
- Reliable transportation and valid driver’s license required.
- Flexibility to travel for training, meetings, conferences, as scheduled.
- Minimum high school diploma or GED.
- Associate’s degree in business or some college desired; bachelor’s degree a plus.
- Certifications (preferred or willing to obtain):
- Certified Occupancy Specialist (COS)
- Tax Credit Specialist (TCS)
- LIHTC (Low‑Income Housing Tax Credit)
- S.T.A.R. Training
- Other pertinent affordable housing industry certifications.
- Excellent interpersonal and customer service skills.
- Collaborative and friendly to effectively handle issues as they arise.
