JOB SUMMARYThese are professional positions with the City of Frederick, Maryland, responsible for a variety of development review functions, including the technical review of annexations, rezonings, amendments to the Land Management Code (LMC), master plans, major subdivisions, site plans, forest conservation plans as well as requests for variances and modifications to the governing regulations. The Planner positions assist in the collection, analysis, and reporting of data and trends related to various planning issues affecting the City and provide policy and technical recommendations to appointed and elected officials.
The Planner positions assist residents, development review professionals, and decision makers in understanding the development review processes and regulations governing development in the City.
Regular hours for this position are Monday through Friday from 8:00 a.m. until 5 p.m. and required to attend public meetings after normal working hours.
PLANNER I$36.32/hour
ESSENTIAL DUTIES AND RESPONSIBILITIES- Conducts the technical review and analysis of development applications, including subdivisions, site plans, and forest conservation plans as well as Zoning Board of Appeals requests (variances, conditional use approvals, etc) in accordance with the applicable regulations.
- Serves as the Project Manager for development applications by coordinating reviews with internal/external agencies, managing public notice requirements, and tracking the application through the applicable schedule.
- Prepares and presents reports and recommendations on individual applications to the Planning Commission, Zoning Board of Appeals, and City Council.
- Reviews building permits and improvement plans to ensure compliance with approved development plans.
- Confers with and advises development professionals, including architects, builders, attorneys, contractors, engineers on City development procedures and regulations.
- Assists the public in understanding development procedures and regulations.
- Attends scheduled meetings and special meetings in the evenings as needed.
- Performs other duties as assigned.

REQUIRED EDUCATION AND/OR EXPERIENCE- Bachelor’s degree in a related field.
- Vehicle Operator’s license with satisfactory driving record that meets insurability standards of the City’s insurance carrier is required. The employee must maintain the license for the duration of their employment.
- Knowledge of basic computer software is required.
- Self-motivated, capable of taking initiative.
- Ability to research issues, analyze data, write and communicate clearly, and present oral reports effectively at public meetings.
