Monday – Friday; 7:30 a.m. – 4:30 p.m.; full‑benefits
This professional position is responsible for completing fiscal reporting and maintaining and monitoring accounting transactions for the Frederick County Division of Housing. This position follows fiscal plans and ensures compliance with local, state, and federal law, regulations and policies. Supervision is received from the Financial Office Manager.
NOTE:The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate.

- Review and analyze financial data of local, federal and state funds; ensure funds are used in accordance with all regulations including Generally Accepted Accounting Principles (GAAP) and Office of Management and Budget’s (OMB) Circular
- Assist in the preparation of the Division’s annual program operating budget; monitor budgets, analyze actual vs budget reports and prepare revenue and expenditure projections
- Prepare corresponding budget journal backup documentation for new grant budgets, budget amendments, budget alignments, etc.
- Prepare required financial periodic and year‑end grant, general fund, enterprise fund and revolving loan fund reports; present and discuss interim and status reports with supervisor
- Provide fiscal support for grant programs and assist in the review of various required and time‑sensitive grant financial reporting ensuring accuracy of financial information (revenue, expenditures, recovery, in‑kind funds, etc.) for the reporting period
- Assist in the development of internal fiscal control assessments and implementation of financial standard operating procedures
- Coordinate and maintain in‑house fiscal database, timelines, and appropriate fiscal information relevant to the various grants and funds for internal reference
