I. Purpose of JobAs a subject matter expert, supports the Assistant Director and Director of Engineering in development and capital improvement projects; responsible for supervising staff members in the Traffic Operations Center (TOC); responsible for all traffic operations throughout the City; reviews and administers traffic engineering criteria and principals for various types of capital improvement projects, traffic calming projects, Streets Department projects, and development projects.
Responsibilities may include grant writing, reviewing development plans and managing various traffic studies for compliance to City specifications; functions as a program and/or project manager for capital improvement projects, especially in the areas of traffic and ITS; serves as the traffic engineering subject expert to City staff, elected officials and the general public.
Job Duties
A. Performs supervisory and budgetary duties
- Supervises, directs and evaluates TOC staff and budget.
- Handles employee concerns and issues, including counseling and coaching.
- Directs workload of TOC staff, including project assignment.
- Completes TOC staff evaluations and makes recommendations to Department Director.
- Manages TOC budget including participating in annual budget reviews.
B. Plans examination
Provides overall guidance and resolves complex design problems associated with the review of traffic/transportation/ITS data for development plans, site plans, subdivisions and City projects for compliance with applicable regulations.
- Evaluates traffic studies, reports and makes comments concerning such plans.
- Identifies required changes and oversees the preparation of departmental responses to the submitted plans.
- Coordinates plan review and staff comments with other necessary departments.
- Directs reviews within the TOC staff.
C. Project management
- Creates project estimates and ensures that projects stay within prescribed budget and payments are made in a timely manner.
- Manages traffic engineering and/or planning contracts to ensure adherence to scope, resolution of design conflicts, and adherence to budget constraints; accepts or rejects work performed under contract and negotiates changes as required.
- Manages, monitors and makes recommendations relating to consultant selection, fee negotiations, project progress, performance and completion reports, purchase requests, requisitions, change orders, oversees invitation/receipt of bids and reports of claims against the City.
- Researches, investigates, and makes recommendations on project problems; provides technical support in the updating of various city projects in relation to traffic engineering principles and standards.
D. Provides Technical Expertise
- Performs engineering work related to the planning, design, construction, and modification of public capital works and development projects with a specialty in Traffic, Transportation, ITS.
- Provides advice and problem-solving expertise on especially difficult and novel engineering problems in area of specialty.
- Investigates complaints related to public works infrastructure, traffic operations, projects and construction.
- As a registered Engineer, performs and certifies engineering work related to the planning design, construction and modification of public capital works projects for Traffic, Transportation and other items.
- Creates, monitors and adjusts traffic signal timings as needed.
- Understands complex traffic engineering models, including reviewing and commenting on contractor or developer traffic models and ability to make changes to such traffic engineering models.
- Collects and analyzes traffic data for reports and presentations to general public, elected officials and staff.
E. Strategic planning
- Reviews and comments on planned development traffic impact studies
- Develops and updates planning documents for transportation (ITS Master Plan and, Congestion Management Program, Comprehensive Transportation Plan and Traffic Signal Capital Improvement Budget).
