Additional requirement of this role is as a Project Technical Lead. A Technical Lead (TL) developer supporting a MMIS Development Project within a specific business/functional area; this individual is responsible for and oversees the work being done by the development team for that area. The business area of responsibility would be one of the following:
Claims, Provider, Reference, Member, Financial, Third Party Liability (TPL), Buy‑In, or Managed Care.

• Eight (8) years or more experience designing, architecting, engineering and delivering implementations of medium to large applications.
• Five (5) years or more experience with the following application developer tools: C, UNIX (HPUX, AIX, Linux, Solaris), and SQL.
• Eight (8) or more years experience writing code using languages such as PL/1, Java, C, C++, C#,
• Typically a technical Bachelors degree or equivalent experience and a minimum of 8 years of related experience, or a Masters degree and a minimum of 8 years of experience.
• Knowledge of C#, C++, XML, Shell Scripting (C‑Shell, JavaScript), Java, .NET, JEE API, and Oracle PL/SQL is preferred.
• Knowledge of Modern Source Code Management Tools (VCTL/SCCS), Network Protocols (SSH, SFTP), File Transfers (Filezilla), Terminal Emulation (Putty, Teraterm), Job Scheduling (Auto Sys), DBMS databases (SQL Server & Oracle) is preferred.
• Understanding of testing tools.
• Knowledge of Corticon Business Rules Management System, Oracle Business Process Management Tool set, Service‑Oriented Architecture would be a plus, but not required.

Work closely with State project teams providing them with subsystem expertise needed for particular projects.

Solid understanding of the System Development Life‑Cycle (SDLC).

• Provide business expertise for the development and implementation of MMIS systems within the specific functional area assigned.
• Advanced ability to work with Web‑development tools for new applications.
• Advanced understanding of RDBMS databases such as SQL Server and Oracle.
• Advanced understanding of modern software design and development methodologies (e.g., OO).
• Experience on multiple full release project life cycles. Advanced understanding of modern SCM (software configuration management).
• Advanced understanding of testing tools and unit test and integration test scripting, and testing methodologies.
• Advanced experience using an Integrated Development Environment (e.g., Eclipse, Visual Studio) and development of tool add‑ins. Strong understanding of basic Database Administration.
• Able to define quality and security standards.
• Good verbal and written communication and negotiation skills.
• General project management/team leader skills. Ability to work effectively in a globally dispersed team and with clients and vendors.
• Demonstrated technical leadership skills.
