Description

Kentucky State Police (KSP) is the premier, full-service law enforcement agency in the Commonwealth of Kentucky. With the highest level of professionalism and integrity, the Kentucky State Police works to prevent, reduce, and deter crime and the fear of crime, enhance highway safety through education and enforcement, and safeguard property and protect individual rights.

The Justice Program Administrator manages and administers the Kentucky State Police Covert Resources Program, serving as the statewide authority for issuing and safeguarding highly sensitive covert identifications and resources for law enforcement agencies. The role ensures compliance with federal and state regulations, oversees program operations, budgets, and grants, and coordinates with federal partners to support covert law enforcement activities statewide.

Key Responsibilities
  • Administer and oversee the KSP Covert Resources Program, coordinating with the U.S. Department of Justice and U.S. Social Security Administration to issue covert personal and vehicle identifications and fuel/purchase credit cards to federal, state, and local law enforcement agencies statewide.
  • Serve as the sole administrator for covert identification in Kentucky, ensuring strict compliance with federal and state policies while safeguarding highly classified and sensitive information.
  • Develop, implement, and enforce program policies and procedures, ensuring statewide compliance and communicating program or procedural changes to staff, contractors, recipients, and stakeholders.
  • Manage program budgets, grants, and operational resources, including oversight of expenditures, special projects, data collection and analysis, and preparation of comprehensive program status and annual reports.
  • Prepare, review, and administer contracts and grants, and analyze the impact of legislative, financial, or policy changes on program operations and compliance.

Minimum Requirements

Education: Graduate of a college or university with a bachelor's degree.

Experience, Training, or

Skills:

Four years of professional experience in any operation or program within the field of corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or a related field.

Substitute Education for

Experience:

A master's degree will substitute for one year of the required experience.

Substitute Experience for

Education:

Additional experience in corrections, juvenile justice, criminal justice, law enforcement, recreation, academic or vocational education, health services or education, dietary or food management, construction project management, social work, or related field will substitute for the education on a year-for-year basis.

Work is typically performed in an office setting.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
