Description

The Kentucky Infrastructure Authority (KIA) is committed to meeting or exceeding the needs of our customers. Our focus is on providing low cost financing, through loans and grants, for water and wastewater infrastructure projects and on providing an infrastructure planning forum, through the Water Resource Information System, for community water and wastewater planning needs. At KIA, we work with local communities across the state and other state agencies to help improve Kentucky’s water and wastewater infrastructure.

KIA is seeking to fill a Finance Investment and Forecasting Program Technician II to assist local water and wastewater utilities to finance infrastructure projects.

Responsibilities
  • Assist with preparing or reviewing credit worthiness of borrowers ensuring compliance with loan conditions set forth in legal agreements. Report to senior staff any impact on state funds or bond issues.
  • Participate in database entry of financial, demographic, and environmental information used to forecast the need for state funds and bond issuances relative to program demand and to meet reporting requirements.
  • Assist with the coordination of processing of loan and grant agreements. Process draw requests for grantees and borrowers.
  • Work in cooperation with Division of Water to administer grant and loan programs.
  • Attend meetings that maintain communication with local and state officials, utility managers, engineers and project administrators to manage projects.
  • Perform other duties as required.

  • Competent in Excel (pivot tables, creating formulas, and charts), Word and PowerPoint.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree in economics, business administration, mathematics, public finance, accounting or a related field.

EXPERIENCE, TRAINING, OR

SKILLS:

One year of experience with a financial institution, corporation, college, university, state, local, or federal government in financial analysis, economic analysis, tax administration, financial planning, cost analysis, credit analysis or loan analysis, accounting, or a related field.

Substitute EDUCATION for

EXPERIENCE:

Graduate study in economics, business administration, mathematics, public finance, or a related field will substitute for the required experience on a year for year basis.

Substitute EXPERIENCE for

EDUCATION:

Experience with a financial institution, corporation, college, university, state, local, or federal government in financial analysis, economic analysis, tax administration, financial planning, cost analysis, credit analysis or loan analysis, accounting, or a related field will substitute for the required education on a year-for-year basis.

Incumbents working in this job title perform duties in an office setting. Minimal travel may be required.

Probationary Period
