Position: Retirement System Counselor I

Description

Kentucky Public Pensions Authority (KPPA) is currently seeking a Retirement Systems Counselor I for the Division of Retiree Health Care. Located in Frankfort, Kentucky, KPPA is responsible for the daily administration of three state administered retirement systems with over $29 billion in combined assets. These systems have a membership of more than 444,000 state and local government employees in the Commonwealth of Kentucky, including state employees, state police officers, city and county employees, as well as non‑teaching staff of local school boards and regional universities.

This position is in the Division of Retirement Health Care and is supported by approximately 15 counselors, 2 CMS Coordinators, 2 Program Managers, an Assistant Director, and a Director. The Retiree Health Care team is responsible for providing a wide range of services to CERS, KERS, and SPRS members and beneficiaries. Services are conducted through phone calls, written correspondence, onsite and virtual member appointments upon request.

Employees work virtually but will be included in a bi‑monthly in‑office rotation to accommodate in‑person appointments. Telecommuting agreements are up for review at any time and may be adjusted based on business needs. Employee training will be held virtually as well as onsite.

Key Responsibilities
  • Learns to interpret and explain retiree health care laws, regulations, and procedures to retirees by phone, in person and virtual, or in writing.
  • Confirms health insurance contributions and premiums and assists retirees and beneficiaries with completing insurance enrollment forms by paper and member self‑service.
  • Under direct supervision, learns to process health insurance enrollment forms for eligibility, accuracy and completeness; requests documents needed to support enrollment eligibility and verification processes.
  • Counseling members by giving clear information and guidance on qualifying events, system contributions, payroll deductions, direct debit and invoicing.
  • Education on Medicare and non‑Medicare health insurance plans. Systematic changes and updates along with legislative changes.
  • Communicating with members and beneficiaries as well as outside vendors to ensure a timely enrollment and termination of health insurance coverage.

  • Microsoft Office experience preferred.
  • Auditing skills or experience.
  • Strong listening and organizational skills.
  • Commitment to detail and ability to apply basic math and practice time management.
Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree.

Experience in public or business administration, accounting, wage and/or claims reporting, investigations or auditing will substitute for the education requirement on a year‑for‑year basis. Administrative and/or clerical experience in Kentucky Public Pensions Authority will substitute for the required education on a year‑for‑year basis.

Working Conditions

Work is typically performed in an office setting. Occasional travel may be required.

Probationary Period

This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
