Job Description
Overview
Director of Reimbursement Policy plays an important role within Gilead’s matrixed Policy team and the broader Government Affairs organization. This position is responsible for shaping and executing reimbursement strategies that enable broad, timely access to Gilead’s portfolio of innovative, life-saving therapies across all therapeutic areas. The role spans both federal- and state-level reimbursement policy and requires a deep understanding of the evolving healthcare policy landscape.
This individual will identify reimbursement policy challenges and opportunities, co-develop strategic solutions, and support advocacy efforts to advance access goals. Success in this role requires a creative, agile, and results-driven leader who can build strong internal partnerships and represent Gilead externally with credibility and influence.
Key Responsibilities
- Lead the identification and analysis of regulatory and legislative developments impacting reimbursement for Gilead’s therapies, with a focus on Medicare Advantage, Medicaid, Health Plans, and PBMs.
- Develop and execute proactive and responsive reimbursement policy strategies aligned with corporate and therapeutic area priorities.
- Conduct policy impact assessments to quantify financial and operational implications for the business.
- Draft high-impact policy communications, including comment letters, policy briefs, and publications.
- Generate evidence and insights to support Gilead’s positions on pricing and reimbursement.
- Collaborate cross-functionally with Government Affairs, Managed Markets, Value & Access, Medical Affairs, and other internal stakeholders to align on policy strategies.
- Represent Gilead in external forums, including trade associations (e.g., PhRMA, BIO), coalitions, and policy work groups.
Essential Qualifications
- Bachelor’s degree and a minimum of 10 years of experience in health policy, government affairs, or related fields; or 8+ years with an advanced degree (M.S., M.A., MBA).
- Deep knowledge of Medicare and Medicaid reimbursement systems, including Medicaid drug rebate policy, Medicare Advantage, and Commercial Health plan dynamics.
- Exceptional written and verbal communication skills, with the ability to translate complex policy issues for diverse audiences.
- Proven ability to manage multiple priorities and lead cross-functional initiatives in a fast-paced, matrixed environment.
- Demonstrated strategic thinking, adaptability, and a collaborative mindset.
- Willingness to travel domestically up to 15%.
Preferred Qualifications
- Experience in the pharmaceutical or medical device industry, or within government agencies such as CMS.
- Advanced degree in public policy, health policy, public health, or health economics.
