Plans, organizes, coordinates, and monitors Specialized Learning Department (Special Education), Psychological Services, 504 Program, Special Programs, funding to support the district's educational goals and objectives; establishes and maintains overall organizational, managerial accountability structures; provides guidance to campuses in preparing special populations funded plans, maintaining appropriate documentation and ensuring compliance with federal, state, and local policies and procedures.
Essential Job Functions- Develops and analyzes budget projections to ensure use of funds and cost-effectiveness of operations are at optimal levels.
- Assists leadership with preparation of annual budget presentations and budget workshops.
- Oversees Position Control Management, in collaboration with Talent Management, Grants, and Finance.
- Ensures that accounting systems comply with applicable laws and regulations including Texas Education Agency Financial Accounting Manual.
- Supports externally funded programs including but not limited to federally funded Special Education Programs under the auspices of IDEA-B and Every Student Succeeds Act, Title VII Indian Education Formula Grant, Texas Education for Homeless Children & Youth Grant.
- Prepares, manages, and maintains TEA grant applications and respective amendments for the Special Education grants.
- Assists Grants Development with the grant application processes for the Student Support 504 Program and Idea
B. - Oversees TEA grant monitoring, data collection, and tracking of specially funded programs.
- Conducts administrative staff training to ensure compliance with District and federal guidelines.
- Provides budgetary and accounting guidance to administrative office staff, Directors, Executive Director, Coordinators for Special Populations and Special Education.
- Assists with the preparation of annual contracts.
- Responds to questions and inquiries from staff, vendors, auditors, and others as appropriate.
- Maintains department budgetary reports, generates reports needed to manage funds, and provides information to staff for program planning.
- Monitors and processes Grant closeouts.
- Assists with the District's independent and internal audits for Specialized Learning Department funding sources.
- Evaluates accounting procedures, systems, and controls in the department and recommends improvements in their design, implementation, and maintenance.
- Compiles, maintains, and files all physical and computerized reports, records, and other documents required.
- Approve all PIC 23 requisitions for all campuses
- Performs preventive maintenance on tools and equipment and ensures equipment is in safe operating condition.
- Follows established safety procedures and techniques to perform job duties including lifting and climbing; operates tools and equipment according to established safety procedures.
- Corrects unsafe conditions in work area and promptly reports any conditions that are not immediately correctable to supervisor.
- Selects, trains, supervises, and evaluates staff, and makes recommendations relative to assignment, retention, discipline, and dismissal.

- Knowledge of Texas Education Agency's Financial Accountability System Resource Guide (FASRG).
- Knowledge of applicable federal and state laws regarding education and students.
- Knowledge of Generally Accepted Accounting Principles (GAAP).
- Knowledge of budget control methods, policies, and procedures.
- Ability to manage a budget and work within the constraints of that budget.
