The OpportunityBlack & Veatch has an exciting opportunity for a Water Resources position focused on stormwater planning and design, asset management, water quality and integrated planning. Within our U.S. planning and water resources business, we have seen consistent growth driven by our clients’ needs to address challenges stemming from stormwater regulations, flooding, water quality impairments driven by wet‑weather runoff, asset management, and efforts to increase the use of green infrastructure.
We anticipate an increased focus on integrated stormwater planning and holistic watershed management. The position is preferably based in Texas with intermittent travel within Texas and Oklahoma.
- Lead business development efforts through identification and capture of services such as:
- Planning and design of stormwater improvements, including open channels, storm or combined sewer systems, and stormwater detention/retention facilities.
- Planning and design of green infrastructure and sustainable watershed measures, including structural BMPs.
- Planning and design of coastal projects.
- Planning and design of flood mitigation improvements, including dams, levees, reservoirs, and pump stations.
- Erosion and sediment control planning and design, including SWPPP development.
- Regulatory compliance and permitting for USACE, FEMA, and other environmental permits.
- Scenario planning for CSO, SSO, stormwater, and TMDL compliance projects.
- Application of sophisticated collection system, watershed, and receiving stream H&H and water quality models.
- Planning related to supply diversification, collection/distribution system expansions, and rehab and repair.
- Build client relationships throughout the target geography to drive business growth.
- Lead the execution of the above services and act as Project Manager.
- Interface with innovative stormwater, water quality, and planning partners to leverage new technologies and approaches for client benefit.
- 15+ years of water resources planning and design experience.
- Experience developing and executing planning and water resource projects.
- Proficiency with applications and models such as HEC‑RAS, HEC‑HMS, EPA/PC/XP‑SWMM, Storm Wise (formerly ICPR), Info Works, EFDC, CFD, ArcGIS, Cityworks, Lucity, or other Asset Management/CMMS systems.
- Experience with regulatory requirements and procedures.
- Drive client‑facing/business development efforts.
- Requires a bachelor's degree in engineering from an accredited program or equivalent experience.
- Minimum 11 years of related work experience.
- All applicants must be able to complete pre‑employment onboarding requirements (background check, drug screen, motor vehicle record search, etc.) in compliance with applicable laws.
- Holds an active engineering registration or licensure to support engineer of record (EOR) requirements for BV projects where applicable.
Hybrid or flexible work options may be offered after the first 90 days based on manager discretion, performance, and assignments. Majority of work is office‑based; some site visits may be required involving unpaved or natural terrain.
