DRUG COURT CASE MANAGER / FIELD OFFICER

Under the direction of the Criminal Division Services Director, the Drug Court Case Manager/Field Officer is responsible for monitoring the program compliance of high‑risk clients arrested for alcohol/drug‑related criminal offenses, including clinical assessment/screening and referral, supervision, verification of education and treatment compliance, abstinence, employment, and responsibility for financial obligations. The Officer conducts home visits to ensure the participant’s residence is safe and suitable for fostering a drug- and alcohol-free lifestyle.
EssentialFunctions
- Meet with clients to assess alcohol and/or drug use history, conduct intake and admission sessions for participants, prepare necessary documents, distribute informational handouts, answer program questions, and explain all program rules and conditions.
- Conduct interviews according to program terms and risk/needs assessment schedule, admit participants, explain in detail all Drug Court program rules and conditions, evaluate progress toward program completion, review deficiencies, refer individuals back to treatment centers, and provide additional service referrals.
- Perform in‑home field visits of all Drug Court/Vet Court clients, plan the field‑visit calendar, coordinate visit schedules and routes, conduct thorough searches of residences and vehicles, update case notes, and notify case managers and the Drug Court team of each visit status.
- Supervise participants and closely monitor compliance with Drug Court rules, regulations, and special conditions; make home, face‑to‑face, phone, and office contacts on a regular basis; record all contacts on log sheets; retain contacts in files; contact other agencies; review messages for attendance compliance; record class attendance; and coordinate referrals for activities, agency appointments, and chemical testing.
- Review and process reports from treatment agencies concerning client progress; monitor open cases and notify agencies of clients running out of time.
- Conduct observed urine drug tests on a frequent, random basis and maintain chemical test records; perform alcohol‑sensor tests.
- Compose detailed notes, document all case activities, and enter client/participant data into the computer, ensuring accuracy and completeness.
- Review and process all treatment‑provider reports, make recommendations to the Drug Court Judge, attend all court status hearings, and provide testimony as needed.
- Develop and implement policies and forms relating to field/home visit operations of Criminal Division Services.
- Lead special projects such as observing and evaluating treatment programs, assisting with grant‑application preparation, working with service agencies to develop new or specialized treatment programs, and developing new program monitoring forms and brochures.
- Perform all other duties as assigned.
- Bachelor’s Degree in Criminal Justice or related field and at least three years of experience in a human‑services environment.
- Ability to obtain extensive assessment/interviewing training, alcohol/drug‑specific training and certification from the Indiana Counselors Association on Alcohol and Drug Abuse and PRI Instructor.
- Ability to obtain training and certification as a Court Substance Abuse Management Specialist (CSAMS) and/or Indiana Risk Assessment System (IRAS) certification, with continuing completion of all training, re‑certification requirements, and a minimum of 20 hours of continuing education annually.
- Complete approved firearms training and successfully qualify as directed, at least annually.
- Strong written and verbal communication skills.
- Knowledge of all local, state, and federal laws applicable to program operation and the ability to apply and enforce the regulations.
