Project Manager – Allen County Highway Department
Allen County Government is seeking a Project Manager to help plan, build, and maintain the infrastructure that keeps our community moving. In this role, you will oversee key public works projects including roads, bridges, drainage systems, and transportation improvements serving more than 380,000 residents across Allen County.
This position offers the opportunity to manage projects from concept through construction, working with engineers, contractors, and community partners to deliver infrastructure that supports public safety, mobility, and economic growth.
Key Responsibilities- Manage the full lifecycle of infrastructure projects, from design and planning through construction and completion
- Oversee projects involving roads, bridges, drainage systems, sidewalks, and multi-use trails
- Review construction plans, specifications, and project schedules
- Develop bid documents, cost estimates, and project reports
- Conduct field inspections to ensure work meets engineering standards and safety requirements
- Coordinate with contractors, utilities, agencies, and property owners throughout project execution
- Utilize project tools and software including AutoCAD, GIS, Road Soft, and Microsoft Office
- Support emergency response activities such as flood events and snow operations
Candidates may qualify through one of the following pathways:
- Bachelor’s Degree in Civil Engineering, Construction Management, or related field with 1+ year of experience, or
- Bachelor’s Degree in Civil Engineering Technology or Construction Engineering Technology with 2+ years of experience, or
- Associate’s Degree in a related field with 4+ years of experience, or
- 8 years of related infrastructure or construction project management experience
- Knowledge of roadway construction, drainage systems, and infrastructure design
- Familiarity with construction inspection and project management practices
- Strong analytical, communication, and organizational skills
- Ability to interpret engineering plans, technical reports, and project specifications
- Valid Driver’s License
