This position works within the Environmental Health Section of the Okaloosa County Health Department (OCHD) and is assigned to the Fort Walton Beach facility. Work is performed under the supervision of the Environmental Supervisor II–SES. This is a professional environmental health position requiring the OPS-Environment Specialist II to perform tasks to include: application and project reviews; site inspections and surveys; project evaluations and sanitary nuisance investigations and assessments;
environmental sample collection; data entry and analysis and report writing. Duties are performed in accordance with Florida Statutes, Florida Administrative Code (FAC), EH Manual 150-4, and internal OCHD Standard Operating Procedures. This role is the subject matter expert in the biomedical waste program. As a certified food hygiene program inspector, responsibilities include routine inspections in the Food Hygiene program, consult with facility operators and owners to ensure compliance with 64E-11 FAC, Chapter 381 Florida Statutes, and the FDA Food Code 2013.
Other duties include reinspection, complaint inspections, basic plan review, construction inspections, and preparation of enforcement documentation. The position serves as a resource for Food facilities and assists other certified inspectors with food trainings. Data entry of regulatory information in DOH EHD and other databases is required. Independently conducts routine inspections in the Group Care program, ensuring compliance with 64E-12, 65C-13, and 65C-22 FAC, and performing related duties such as reinspection, complaints, basic plan review, construction inspections, and enforcement documentation.
Examples include public and private schools, health care, adult care, and other residential facilities. The role serves as a resource for Group Care facilities and performs data entry for regulatory work in DOH EHD and other local systems. Assists other EH inspectors with food and waterborne investigations. Independently conducts routine inspections in the Mobile Home and RV Park program, ensuring compliance with 64E-15 FAC, and performing related duties including inspections and enforcement documentation.
The role serves as a resource for Mobile Home and RV parks and performs data entry in DOH EHD and other databases. As a certified pool operator, conducts inspections and other regulatory activities of public pools and related facilities, ensuring compliance with 64E-9 FAC and Chapter 381 & 514 Florida Statutes. Other duties include reinspections, complaint inspections, closure inspections, enforcement documentation, training support for swimming pools and spas, and related data entry in DOH EHD and local systems.
Independently investigates sanitary nuisance complaints and prepares reports, legal notices, and other documents related to environmental health issues. Initiates enforcement actions via non-compliance and warning letters and assists with other enforcement actions. Documents are prepared for EH Manager review and all case data is entered in DOH EHD and other local databases. This position serves as a subject matter expert in the Biomedical Waste program, including customer consultations and inspector training.
Updates are communicated to certified inspectors promptly. Responsible for conducting inspections yearly/triennially according to FAC 64E-16, plan reviews, construction inspections for biomedical waste facilities, consultations, and enforcement actions. Data entry in DOH EHD and local databases is required. Performs duties in Well Surveillance, Healthy Beaches, Tanning, Body Piercing, Body Art, and assists lead rabies surveillance inspector with investigations and inspections.
Performs all other duties as assigned in support of the Agency’s mission and vision.
