The Codes / Nuisance Technician for the City of Fort Scott, Kansas, assists in enforcing municipal codes related to property maintenance, zoning, environmental nuisances, and public health and safety. This position conducts inspections, investigates citizen complaints, documents violations, and works with property owners to achieve voluntary compliance, ensuring Fort Scott neighborhoods remain safe, clean, and attractive.
Essential Duties and Responsibilities
- Conduct inspections of residential, commercial, and vacant properties to identify code violations and public nuisances within the City of Fort Scott.
- Respond to citizen complaints regarding weeds, trash, junk vehicles, unsafe structures, animal issues, and other public nuisances.
- Document violations with written reports, photographs, and City of Fort Scott case management software.
- Issue warnings, letters of violation, and citations according to Fort Scott municipal codes.
- Educate property owners and residents on compliance with City codes and ordinances.
- Re-inspect properties to ensure compliance and corrective action has been completed.
- Prepare documentation and testify in Fort Scott Municipal Court as needed.
- Coordinate with Fort Scott Police Department, Public Works, and other departments regarding code enforcement matters.
- Maintain accurate records of inspections, enforcement actions, and correspondence.
- Assist in property abatements when necessary, including posting notices and coordinating City-approved contractors.
- Participate in community outreach initiatives related to neighborhood improvement and code compliance.
- Knowledge of Fort Scott municipal codes, zoning regulations, and property maintenance standards.
- Ability to interpret and apply local ordinances fairly and consistently.
- Strong written and verbal communication skills to interact with citizens and City staff.
- Ability to handle confrontational situations tactfully and professionally.
- Basic computer proficiency, including Microsoft Office and City case tracking systems.
- Ability to work independently while managing multiple cases.
- Strong observation skills and attention to detail.
- High school diploma or GED required.
- Experience in code enforcement, inspections, law enforcement, construction, or related fields preferred.
- Ability to obtain relevant code enforcement certification as required by the City of Fort Scott.
- Frequent walking, standing, bending, and climbing stairs.
- Work outdoors in varying weather conditions.
- Occasional lifting up to 50 pounds.
- Ability to inspect potentially unsafe or deteriorating structures.
- Work is performed both indoors and outdoors.
- The employee may encounter hazardous materials, unsafe structures, animals, and environmental hazards.
- Interaction with the public may occasionally be in challenging or confrontational situations.
