Position Overview and Responsibilities

The Florida Department of Environmental Protection protects, conserves and manages the state’s natural resources and enforces its environmental laws. Each position works together as a whole to advance Florida’s position as a world leader in protecting natural resources while growing the state’s economy.

This is a highly professional intermediate level supervisory and managerial position in the South District’s Compliance Assurance Program (CAP). Manages a compliance assistance and enforcement team working in one or two program areas
. In carrying out the duties of this position, the incumbent is expected at all times to be aware of and abide by the Department’s Standards of Conduct, as well as any and all departmental and/or work unit rules, directives, policies, procedures, and/or general orders applicable to performing the duties of this position. Spends majority of their time communicating with, motivating, training, and evaluating employees;

and planning and directing employees’ work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action.

Compliance Assistance

Responsible for district-wide coordination of compliance assistance activities in the Environmental Resource Program (ERP) program area to help the public and regulated community maintain compliance with applicable State, Federal regulations. Supervises staff to meet or exceed the Level of Service (LOS) for compliance visits. Ensure that routine feedback is obtained from regulated facilities. Plans, coordinates and implements compliance assistance site visits, outreach and public information programs.

Provides technical assistance to the general public, consulting engineers, governmental officials, and applicants regarding state and federal requirements for the ERP program.

Compliance Assurance

Supervises staff to meet or exceed the LOS for compliance inspections. Reviews and evaluate s compliance inspection reports and complaint investigations. Ensures that the reviewed inspections reports are sent to the facility in a timely manner. For any non-compliance issues discovered during compliance or complaint inspections, overs e es and guides the recommendations of staff to ensure proper and timely resolution of those violations.

For major violations at facilities, recommends whether formal action is necessary to bring facility into compliance; consults with Division and Assistant Director, as necessary. Tracks compliance and enforcement status through the Department’s various databases to ensure completion of LOS and State Review Framework (SRF) metrics (if applicable). Reviews all inspection reports, in-compliance letters, non-compliance letters, warning letters, notices of violations, case reports, peer review memos and assists in preparation of enforcement cases.

Ensure that all citizen complaints are addressed in a prompt and effective manner and follow-up actions are completed.

LOS and Metrics

Responsible to meet or exceed the required LOS to the Department’s internal and external customers. Ensures that all LOS and metrics are met or exceeded, including CAP metrics, SRF timeliness (if applicable) and accuracy metrics and all other metrics set by the Assistant Director and/or District Director. Prepares metric status reports for management on a monthly basis. Coordinates with leadership to implement programmatic process improvements.

and Staff Management

Responsible for training, workload assignments and workload tracking of ERP compliance staff in the South District. Coordinates with the Assistant District Director to ensure that Department, Division and District Directives are followed by the District’s CAP staff. Attends or assures attendance at applicable annual training workshops, teleconferences, meetings, seminars, OSHA mandated safety courses. Responsible for preparing a multi-discipline training program and maintaining a training schedule for all subordinates to ensure that the LOS is served and that the funding categories are utilized appropriately.
