This is a Career Service Government Operations Consultant II position working in the Lee County Health Department.

Your Specific Responsibilities:

  • Provides operational support to the Community Health programs for the Department of Health in Lee County. The GOC II reports to the Operations & Mgmt. Consultant Mgr.

    -SES. Functions require the incumbent to be highly motivated and able to use independent judgment.
  • Monitors services and processes related to billing, clinic flow, clinic scheduling, customer service, and program/grant compliance. Adheres to Information Security policies and procedures and acts as a key custodian to assigned areas.
  • Ensures client satisfaction by resolving service issues and developing process improvements to prevent recurrences. Ensures compliance with Title X requirements.
  • Assists with the development of local clinical procedures and protocols, as required, consistent with laws, regulations, policies, and program guidelines.
  • Develops training manuals for staff.
  • Acts as a liaison between HIM and clinical staff.
  • Meets with clinic partners (Quest, Lab Corp, Currant, etc.) to discuss issues and updates affecting clinical operations.
  • Manages insulin and epilepsy programs.
  • Routes and prioritizes correspondence as received through the reception office. Performs research for programs, grants, services, etc., as requested. Works with staff to fill gaps to ensure accurate and timely scheduling of appointments, client registration, eligibility determination, and client processing through clinic.
  • Clinic Support — consults with clinicians and other patient care personnel regarding optimal clinical operations and the client experience; monitors and directs clinic flow; collaborates with clinic managers in monitoring and analyzing clinic operations and clerical processes, and developing and implementing operational plans, policies, and procedures to improve performance and efficiency; monitors clinic stock and inventory; assists with daily clinic staff schedules and communicates issues to the Assistant Community Health Nursing Director;

    analyzes and resolves problems, creates internal controls for quality assurance, and recommends actions for improvement in operations and clinic productivity; proposes solutions to documentation, scheduling, and coding issues in clinic; ensures adequate supply of forms and office supplies for clinic operations; researches and makes recommendations for purchases to support clinic operations.
  • Program Reporting — assists with program reporting and guidelines; stays abreast of programmatic requirements and monitors compliance for programs including Presumptive Eligibility for Pregnant Women, Medicaid and Financial Eligibility Determination for clinic services; stays abreast of Accounts Receivable policies, Medicaid/Medicare/Third Party insurance verification processes/requirements, and HMS functions relating to clinic registration and service entry; monitors collections of client fees by clerical staff.
  • Prepares documentation and reports from analyzed data to communicate outcomes of quality improvement activities, including the Q-Flow system, FL SHOTS, Merlin, and HMS, in collaboration with the Operations and Management Consultant II and OMC Manager.
  • Creates Ad-hoc reports from HMS data and updates EAR and HMS Personal Health Coding Pamphlets with medical and billing coding updates.
  • Participates in team building and supports the mission, vision, core values, and goals of FDOH-Lee; participates with other teams as requested to support the organization; attends staff/department meetings as scheduled.
  • Completes time sheets and enters EAR data per DOH policies and procedures.
  • This position has the responsibility of being the Information Custodian for the Michigan Epilepsy and Insulin Programs information set and will perform related duties as defined in DOHP 50-10.
  • This position has the responsibility of being the Alternate Information Custodian for the Pondella Epilepsy and Insulin Program information set and, in the absence of the Information Custodian, will perform related duties as defined in DOHP 50-10.
