The Work You Will Do

TSM&O Engineer-Freeways / District One / Traffic Operations. This position will spend the majority of their time supervising, communicating with, motivating, training and evaluating employees; meeting regularly with employees to assign work, establish work objectives and timelines; and planning, directing, organizing, tracking and managing activities associated with the transportation systems management and operations (TSM&O) master plan and updates. It will involve organizing, tracking and monitoring the identification and use of appropriate, value-added performance measures to maximize the safety operation of the District’s roadway infrastructure through TSM&O systems operations, and developing and managing consultant contracts and other agreements that support AMS/FMS functions.

Your Specific Responsibilities

Spends the majority of their time supervising, communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. Direct and supervise staff and provide advanced engineering and technical guidance for the District Traffic Operations Office Freeway Management System (FMS) areas.

Meet regularly with employees to assign work and establish objectives and timelines. Evaluate performance, ensure required training, and maintain regular communication with direct reports. Ensure administrative tasks related to purchasing pay documents and HR matters are completed accurately and timely. Plan, direct, organize, track and manage activities for the TSM&O master plan and updates. Ensure activities align with master plan principles and add value to AMS/FMS infrastructure.

Identify projects for additional infrastructure deployments and plan program execution for manpower, equipment, training, and other resources. Develop organizational changes to meet growing needs and provide liaison with other agencies and the public for AMS/FMS coordination. Responsible for advanced traffic engineering work applying technology to operate the state roadway system.

Organize, track and monitor identification and use of performance measures to maximize safety. Oversee development and updates to alternative route diversion plans and their implementation. Oversee deployment and enhancement of incident management techniques with emphasis on cost effectiveness and community acceptance. Signs and seals engineering documents as required.

Develop and manage consultant contracts and other agreements supporting AMS/FMS functions, including documentation for contract funding, RFPs, TRC participation, evaluation of work products, and invoice processing/approval.
